BACKGROUND: Hampstead Partners, Inc. will be submitting a Montana Board of Housing Tax
Credit application this fall for the construction of a 60 to 65-unit senior citizen
Independent living rental complex. Affordable Housing projects of this sort
typically have the cooperation of a municipality in partnering on CDBG or
HOME grant applications. The partnering assists our senior residents in bringing
on line below market rents and utility payments. In this particular development,
the property will remain on the tax rolls.
With Council's concurrence, the Community Development Department will start
the process of gathering citizen input for a "Community Needs Assessment." The
Needs Assessment process must validate the need for this type of housing
assistance to seniors. Additionally, it will identify and prioritize other needs
within our community (such as economic development, public facilities, etc.) for
which Council may wish to seek federal assistance in bringing to fruition.
RECOMMENDATION: City Council approves the Community Development Department to proceed with
the Needs Assessment Process.
FISCAL IMPACT: The City is eligible to apply for up to $72,000 in administrative fees if CDBG and
HOME grants are funded. These funds would be applied directly to
administrative costs of the Community Development Department on the grants,
which in the past were covered through the use of UDAG Program Income
dollars.
