BACKGROUND: Glacier Affordable Housing Foundation has requested the Flathead County
Commissioners assistance in applying for CDBG Housing and HOME grant
applications for First Time Home Buyer down payment and closing cost
assistance. The County, however, does not have staff that is available to write the
grant applications or administer them if awarded. The down payment and closing
cost assistance will be targeted at families and individuals at or below 80% of
median income for the Flathead Valley. The previous 4-county wide grant
funding assisted residents predominately in the 50 to 69% of median income
ranges with first time homebuyer opportunities on "existing" structures. The
current proposed applications would be targeted for individuals and families in
those same income ranges and to a lesser amount to incomes in the 70 to 80%
range.
RECOMMENDATION: City Council approves the Community Development Department to prepare and
administer the grants in the name of Flathead County. This arrangement has
occurred previously on the Flathead Industries for the Handicapped West Side
Living group home and semi-independent living units in which the City applied
the administrative dollars and the County made the formal applications.
FISCAL IMPACT: The City can enter into an agreement between the County and the Foundation for
administrative grant dollars to provide the necessary administrative staff time and
costs. This could generate as much as $72,000 in administrative costs for the
Community Development Department that normally would be covered through
the use of UDAG Program Income.
ALTERNATIVES: As suggested by council.
