1 00IT, the members voted in favor of submitting a proposal for downtown parking lot
movements to the City Council to be considered for Tax Increment Funds. I
due enclosed a copy of the proposal by Bruce Lutz, of Sitescape Associates. I
submitted the proposal to Theresa White and Chris Kukulski for inclusion on the
ala for the City Council Work Session scheduled for Monday, December 10, but
Iwus, unable to have it placed on an already fiill schedule. The commissioners and I
-ape to have the parking lot proposal discussed at the next work session. I want you
to have Bruce's information prior to this discussion and before final decisions are
made for disbursement of the remaining Tax Increment Fund. As Bruce mentions,
parking lot improvements should be a viable part of the streetscape projects.

Based on our recent discussions and meeting with the parking commission, I have revised
the estimate for improvements to the downtown parking lots to reflect only
landscape/aesthetic and lighting renovations. These estimates exclude structural and
drainage improvements. It was my understanding that the Public Works Department had
given these lots a clean bill of health. regarding those issues. The follov, ing is a summ try
of 'recommended budgets for renovation of the lots based on the assumption that they
would be brought to at least the improvement level of the north parking lot at Central
School in relation, landscaping and lighting. Also, an effort will be made to tie parking lot
improvements into the impending streetscape projects that will be constructed on Fir, t
Avenue East and West and Second Avenue West. Estimates are as follows:
#1 17,500 sf, Main and Third Lot $25,000.00

2 - 28,000 sf, Eagles Lot $35.000.00
#3L 17,500 sf, West Bowling Alley Lot $20,00(00
