Work Session September 22, 2003
Neighbors Together. Inc. has one main focus in all of our requests. and that is safety,.
With this in mind, we would like to propose some ideas for pedestrian and traffic designs
to compliment the renovations at Woodland Park_
1. Install a multi -use trail all around the streets adjacent to Woodland Park (except
Woodland Avenue). This trail should extend to the Conrad Complex. and have a
pedestrian crosswalk to the playing fields.
2. Provide paved shoulders or curbs and sidewalks across the streets from Woodland
Park.
3. Install curb extensions and an all -way stop sign at Conrad Drive and Woodland
Parr Drive (by the Conoco). Provide pedestrian crosswalks across all streets at
this intersection.
4. Install a traffic circle in place of the three-way stop at the top of the hill on
Woodland Avenue,
5. Have a speed zone on the roadways adjacent to Woodland Parr. maximum speed
15 mph.
b. Install a pedestrian -activated crosswalkk at the new main entrance to Woodland
Park.
7. Provide: a left turn lane at the new entrance.
8. install cautionary signs for children as well as the ducks.
9. Provide left turn land at south entrance.
Enclosed in this packet you will find a copy of our mission statement, and a copy of our
"short list" which has been presented to the county, commissioners and to MDOT. With
the annexation of the Willows and Leisure Heights subdivisions. we felt you would be
interested to know U,hat we have suggested to the county and state.
If you have any questions on these, please don't hesitate to call me.
SAFETY IMPROVEMENTS FOR THE
WILLOW GLEN - CONRAD DRIVE - SHADY LANE CORRIDOR
THE "SHORT" LIST
Recommended by Neighbors Together, Inc.
Realizing that funds are chronically short, project lists are endless, traffic is increasing. and
that trying to coordinate an appropriate and complete rebuild of this corridor through three
governmental _jurisdictions would be about the same as milking a herd of mice for a living.
we present our short list for your consideration. As residents and travelers along this
corridor. we see the need for immediate attention to the following projects:
1. Build a multi -use trail. 6 - 8 feet wide as space is available, or narrower trails on
both sides of the roads. OFF ROAD (not just a shoulder), separated by a planted
blvd. This should be along this entire corridor, including around Woodland Park.
2. Build shoulders along this corridor, maximum 6' wide.
3. All -way stop signs installed at the following intersections:
Willow Glen and FFA Drive* Willow Glen and Kelly Road
Willow Glen and Leisure Drive Willow Glen and Concord
Willow Glen and Conrad Drive* Conrad Drive and Shady Lane
Conrad Drive and Woodland Park Drive (by the Conoco)
(* to be replaced by roundabouts within five years)
4. Left turn lanes at the Montessori School on Willow Glen, and at Willow Glen and
Greenridge Drive
5. Pedestrian crosswalks at Conrad Drive and College Avenue, across all roadways at
Conrad Drive and Woodland Park Drive, and at Montessori School on Willow Glen.
b. Post a school speed zone sign on Willow Glen for the Montessori School.
7. An official public declaration by the County Commissioners that this corridor is NOT
a truck route or bypass. An official ban on any governmental signs that would
encourage non -local traffic onto this corridor. An official ban against transporting
any hazardous material on this route. An official declaration by the County
Commissioners that the Conrad Connector would not be opened for use until these
safety improvements are completed. An official position by the County
Commissioners to secure funding for the corridor whenever requesting funding for
the Conrad Connector.
Our mission is to vastly improve the safety of this corridor, especially with the imminent
installation of traffic lights at Willow Glen and I4wy 93 South, and at Shady Lane and Hwy
35. with the rebuilding of the Old Steel Bridge, and with the plans for building the Conrad
Connector. With schools, parks, houses, and wildlife all in this ever -increasingly busy travel
corridor, we have to responsibly work to keep pace with the overall safety needs.
Respectfully submitted to the County Commissioners by Neighbors Together. Inc.
