2. Whitefish Stage Roadry City of Kalispell Public Works Department Post Office Box 1997, Kalispell, Montana 59903-1997 - Telephone (406)758-7720, F&x (406)758-7831 I I September 2003 To: Mayor Kennedy, City Council, and Chris A. Kukulski. From: James C. Hansz, P.E., Director of Public Works/Cit Subject: Whitefish Stage Road The state and county have completed Urban Highway funded improvements on Whitefish Stage Road. Charlie Johnson, the county road superintendent, has asked whether we will consider accepting ownership of the road now that this work is done. I advised Charlie to have the County Commissioners send a formal letter to the City making this request and Charlie has agreed to draft such a letter. It may arrive in fairly short order. There would be some additional cost to us as there is every time we add a road to our system. We presently handle the snow plowing in a trade arrangement involving the Greenacres area. Our recent annexations in this area do not affect this arrangement. The added cost if taken over would center on the road striping we do every year or two. Whitefish Stage Road would add significant mileage and cost to the epoxy striping contract, roughly $13,200 every two years at current prices. We would also pick up sweeping costs and other routine maintenance costs. It may, when added to the other annexations of areas NE of Kalispell and south of Kelly Road, require the addition of one person for streets along with a plow, next year. If annexations and development continue at the current pace there will be more personnel needed the year after in water and sewerlstorm, along with the equipment to support them. Finally, the majority of persons living along the west side of WFS Road are City residents as well as others to the east in Glacier Village Greens who come into the City via WFS Road. Therefore, it may be time to consider this issue more seriously than in the past. mCM00552003.&G
