SUBJECT: Water, Sewer and Storm Drainage System Develops

Economic and Engineering Services, Inc. has worked for many months with City staff to
update the utility rate structure. They recently completed the first portion of their contract
dealing with monthly charges for service. Their recommendations were accepted and have been
incorporated by the City.
The second portion of their contract involves updating the City's schedule of connection
fees, also known as system development charges. These fees are paid by new customers
attaching to the existing system and help to reimburse rate payers for their investment in the
system capacity that allows the new customer to receive service. System development charges
are typically not paid by existing customers unless the customer is applying for an increased
level of service capacity from what is currently being received.
Mr. Tom Gould and Mr. Randy Goff representing Economic and Engineering Services,
Inc. will outline the conclusions and recommendations in their draft report on Kalispell System
