Dear Mr. Kukulski:
At the regular meeting of the District's Board of Directors held on November 12, 2003,
board member Connie Leistiko asked that you be put on the agenda for the December 10
meeting. She said you have more information on plans for the city's treatment plant
expansion that you could share with the District.
The Board also has some questions that they would like clarified as to the city's
interpretation of the interlocal agreement.
What does the city consider to be the ending date of the lnterlocal Agreement
between the District and City? The date of the agreement is July 25, 1990 and
the agreement lasts for 25 years, but does the 25 years begin on the date of the
agreement or when the city began receiving flows from the District?
When the plant is expanded, regarding the District's capacity, will we have 22%
of the new plant or will we be limited to 682,000 gallons per day?
How will the increased cost to Kalispell affect the District's contribution to the
replacement account fund. How will the fixed portion of our treatment rate be
affected?
