SUBJECT: Work Session --- Update - Wastewater Plant Expansion
MEETING DATE: November 8, 2004
Design of the wastewater treatment plant is moving forward on schedule. We have completed the
process to identify a qualified consultant. A request for qualifications was advertised and two
teams responded. A five -member review team was unanimous in its recommendation that the
team of Morrison Maierle/HDR Engineers should be recommended for the design of the
expanded plant.
Design and construction of the new facility is a multi -phased effort that will span several years.
The nature of the work is extremely complex with many discrete steps each having multiple
tasks. Some of the tasks involve seeking and gaining MDEQ approval before advancing to the
next step of design. Because of the long duration of the work and its complex nature we will be
proposing a slightly different type of contract for Council's consideration. The contract will
detail the general responsibilities and duties in the form of a master agreement. The individual
elements of the design effort will be conducted as task orders against the master contract and will
be defined for scope and cost when they are required. We anticipate that each task order will be
submitted for council approval prior to start of work. This type of contracting relationship is
common for complex multi -year projects.
For the past several weeks we have been working with. MM/11DR to develop the proposed
master contract which will be presented to City Council. That effort is almost finished and will
be reviewed with City Council to answer any questions. We anticipate the contract to be an
agenda item for the 15 November meeting.
