Election Update
■ The general obligation bond has passed with 4,898 votes for, and 2,323 against.
■ The efforts by Council and staff that went into educating the community about this project
are greatly appreciated. The solidarity of support is a good indicator of community support
and trust in city leadership and service provision.
Property Update
■ The selection of the final site is now of utmost importance. We are settled on the two best
site options, and are aggressively seeking to narrow this to one in the next two weeks. These
discussions will continue and final proposals will be presented to the Council as soon as they
are available. The following is a description of the two parcels being reviewed:
Option No. 1-Discussion with the board at FVCC has indicated their unanimous support
for moving ahead with discussions regarding a parcel that recently became available.
This parcel is on a yet to be developed road at the northwest corner of their undeveloped
property (the existing wheat field). The road has access directly to a traffic light that has
been approved by the state, and will be constructed with the Costco site by Goldberg and
Associates. They have indicated support for up to five acres for the fire station and a
future Fire Training Center. We will be meeting as soon as possible regarding cost of
property.
The advantages of this parcel:
o Additional space for a Fire Training Center.
o Access to a traffic light for Highway 93.
o Existing Paraedicine program with internships at the college.
o Planned Fire Sciences Degree and education capabilities at the college.
o Access on to the road leading to the future Bypass entrance_
",-4ssisting our community in reducing, preventing, and mitigating emergencies. "
Option No. 2-Goldberg and Associates is working with David Green (State of Montana)
and the Fire Department to firm up land costs on a parcel directly across from the college
property, and west of Highway 93, about 300 feet, on a road that is yet to be built. This
.road will have access to a tragic light that is planned for spring of 2005.
The advantages of this property:
o Access to a traffic light for Highway 93.
a Access to the future Bypass entrance.
o Close proximity to FV°CC.
Design and Construction Update
■ The draft specifications are in and being reviewed.
■ The first drafts of elevations, floor, mechanical, and electrical plans are in.
■ Costs to date are $38,217.30. The total budget for Schematic Design and Design
Development continues to be well within the budgeted fonds of $64,356.00 plus
reimbursable costs.
■ We are negotiating a final contract with CR+A and Grover and Co., for completion of
design and program management. This most likely will include a presentation to Council
by the design team in the near future.
■ Because Council chose to move ahead with this project before the election, we will go to
bid in mid -January. This is generally the most competitive time of the construction.
■ Bond rates continue to be low. Sale of bonds will follow the approval and selection of
the project contractor.
