SUBJECT: Wastewater Treatment Plant Expansion PER

The Kalispell Water, Sewer, and Storm Drainage Facility Plan identified a large number
of urgently needed facility improvements. The planning study also concluded that the City's
wastewater treatment plant will need to have additional capacity on-line in approximately 2006.
In response to this, the City Council directed staff to immediately begin work on the first phase
of planning and` preliminary engineering necessary to define the new facility. This work has
produced a Preliminary Engineering Report (PER) that will guide the final design and support
the successful acquisition of grants and loans to fund construction. The PER has been distributed
to Montana DEQ and copies have been provided to all members of the City Council. Other
copies are on file at the library and Chamber of Commerce and are available for public review
and comment. The formal written comment period will remain open until the end of January. In
addition, there is a public hearing scheduled before the City Council on January 20th at which the
public may offer oral comments. Immediately preceding this public hearing there will be a brief
public presentation of the PER by the City's consultant team.
The purpose of the work session this evening is to inform the City Council, in particular
the new members of the Council, about the PER and to answer any questions on the information
in the draft PER that was provided earlier. Representatives from our consultant team of Morrison
Maierle / HDR / Stantec Engineers will make a presentation of the PER information they have
prepared for the January 20`h public hearing.
