REPORT TO: 'Mayor Pare Kennedy and City Council Members
FROM: Michael Balser, Director of Parks & Recreation
SUBJECT: Woodland Water Park. — Enclosure Study
MEETING DATE: December 6th, 2004
BACK. GROUND: Recently City Council requested information on the possibility of
installinc, an enclosure for the now Woodland Water Park, for the purpose of providing a year
round facility.
In pursuing this possibility we contacted CCSI International, a manufacturing distribution
company for pool enclosures. Pictures, dimensions and basics were forwarded to CCSI in an
effort to access the potential of covering our water park..
CCSI responded and provided us with a promotional package describing their product
along with a rough estimate of S4 — 4.5 million for the enclosure.
The following are additional contributing and limiting factors that may need to be
considered:
• Remodeling of the bathhouse and concession stand building to accommodate year
round use. This would include insulating and heating the buildings.
• The Park, Recreation, Open Space and Greenway Guidelines produced by the
National Recreation and Park Association recommends a service area of 40,000
populations for an enclosed year round facility.
+ Existing similar year round facilities are not showing positive operational costs.
Y The public has access to numerous indoor facilities in the valley including: The
Summit, Kalispell Athletic Club, Evergreen Health & Spa, The Wave, Montana Athletic
Club and various motels.
Substantial costs related to additional staffing; operational, administrative and maintenance.
RECOMMENDATION: It is our recommendation based on the extensive costs
associated with the Woodland Water Park and the above identified issues, that it would not be
feasible to pursue this addition to the facility at this time.
FISCAL EFFECTS:
staff, and maintain.
Respectfully submitted,
. "
