BACKGROUND: Glacier Bank has purchased the Conlins building, which is located across
2" a Street from the bank's present location. They plan to remodel both buildings, create an
additional 4000 square feet of floor area, and connect the buildings with a sky bridge. Site work
includes extensive work in the right-of-way (extending the Streetscape theme) as well as the
demolition of the Raymond James building to make way for a 19-space parking lot. They have
not applied for a building permit at this point, but they have begun the review process.
The Architectural Review Committee approved the building design on March 15. The
Site Development Review Committee has begun its preliminary review. The major issues raised
in site review relate to right-of-way issues. Prior to any approval, the committee feels that those
issues need to be addressed by the Council.
(1) The sky bridge would extend over the right-of-way. The principal issue from staff
was a minimum clearance as specified by the Fire Department. Glacier Bank has
designed it to meet that standard. However, since the bridge would extend the full
width of the right-of-way (i.e. through public owned property), the City would need
to grant its approval. MDOT will also need to approve the bridge.
(2) The proposed work in the right-of-way would result in the loss of approximately 5
on -street parking spaces.
(3) The proposed crosswalk under the bridge may be problematic due to its location at
mid -block rather than at an intersection. Several committee members expressed
concerns about pedestrian safety.
(4) The placement of improvements within the right-of-way, such as benches, will need
to be addressed in such a manner as to account for any potential city liability.
Presumably, since much of the proposal essentially is an extension of the current
Streetscape theme, there is a template in place. The kiosk, however, is a bit different
than the existing theme, It calls for a community bulletin board where different
organizations, events, etc. could post notices inside a glass cabinet. The sign
ordinance does not allow private signs within the right-of-way, so it may need to be
dedicated to the City or otherwise addressed.
RECOMMENDATION: The Council should consider placing the proposal on the next
available Council agenda for official action.

NEW BUSINESS:
Glacier Bank/Conlin's --- Presentation of the artist's conception of connecting the
existing bank and Conlin's, showing the sky bridge. They have since moved on from this
to what they really can do and how it should look. They are approaching this project as
fast track, doing drawings at the same time. They will begin with the Conlin's building
that they are going to remodel. They will move people into that building when it is
completed, and remodel the existing Glacier Bank building. The sky bridge will be put in
place some time after that. They have approved floor plans from the bank as to how they
will lay out each of the spaces. All have been discussed with the Building Department.
Bruce Lutz presented the site plan. They will bring the streetscape theme into Second
Street and on Main Street. MDOT will not allow them to do a bump out but they do have
bump outs onto Second. The pedestrian crossing area under the sky bridge will have a
colored crossing area. They will bring green trees along the preliminary area and insert
along major portions of the walking surface. They are currently using the Raymond
James parking lot, and will add new parking spaces after the building is torn down.
Handicapped parking may need to be addressed. They will have benches that correspond
with the streetscape theme, an informational kiosk, planters, and the grade will transition
into sidewalk and into buildings. There will be stylized lighting with the same spacing as
strectscape. They are willing to do repair work on the asphalt. The planters will be drip
irrigated along with the planter boxes. Of the existing trees, two will be kept, and four
more will be added. On -street parking spaces that are being lost were discussed; they
intend have parking open to the public in the new lot. The kiosk will contain community
information that Glacier Bank will maintain. This is in the right-of-way and Narda
voiced concern about who would review the content of what is posted. The question of
the crosswalk being regulated or unregulated was discussed. This will be unregulated,
but they plan on signing the crossing for pedestrians. It will also be distinctively marked
as a pedestrian crosswalk. Public Works will look at this also. PJ will meet with our City
Manager to discuss the parking, kiosk, and pedestrian crossing concerns as to how the
Council may want to handle these concerns. Parks will work with them on the planting
and maintaining of the planter boxes. The traffic flow adjacent to the one-way alley was
discussed. Public Works and Kalispell Police will need to review this, but the committee
had no particular objection to the traffic flow, Architectural Review met on Tuesday and
approved the project. The sprinkling systems will have two independent supplies for
each building. The sky bridge will also be sprinkled. Two different addresses will need
to be maintained for emergency use, utility billing, and the 911 switchboard. The sky
bridge will be a minimum of 14' above the road. Second Street will need to be shut
down for some period of time during construction. The sky bridge will be built primarily
off site and then brought in. Pre -cast bumpers or landscaping should be used to separate
the sidewalk and parking lot. The committee agrees to allow demolition work inside the
building. Any work related to the sky bridge or improvements in the right-of-way will
need to wait until approved by the Council. They will work with Fred Zavodny from
Public Works on the demolition process.
