Patrick, City Manager SUBJECT: Bruyer Granary Donation MEETING DATE: November 27, 2006 BACKGROUND: City Council received a letter from. Ms. Ellen Bruyer Naumann requesting your consideration of accepting their family property known as the Bruyer Granary located at 13 5 5 Whitefish Stage Road. The granary building was constructed in 1909 and has been accepted into the Montana State Historical Society and listed on the National Register of Historic Places. The family is also pledging a trust fund of $25,000 for the maintenance and preservation of the donation. In speaking with Ms. Naumann, the property being donated is inside the fenced area. Staff has reviewed this request and has tried to determine how best to use this property. It is best suited as a packet park for the area growing around it. RECOMMENDATION: Council considers the offer and, if Council elects to accept the property and trust fund, direct staff to prepare the necessary transfer documents. FISCAL EFFECTS: Minimal impacts since the property would have a trust fund for on -going maintenance. There would be some costs in establishing a park around the granary. ALTERNATIVES: As suggested by the City Council. Respectfully submitted, ames H. This concerns the Bruyer Granary, located at 1355 whitefish Stage Road. It was built in 1909, by my Grandparents, Julius and Susanna Bruyer, along with four of five sons, Phillip, Lawrence, Elmer and Nickolas. Enclosed is a picture, as it stands today. We would like to gift it to the city of Kalispell. "we", being the Schulze Family, the late Gerald, and George and Roger, my husband, Carl and. myself. The Schulze Family own the property, on which it stands, worth approximately, $50,000 and the restoration, done by Carl and I, which ran around $90,000. On. June 6, 2006, the Granary was accepted into the Montana State His- torical Society and will be listed on the National Register of Historic Places. When completed., will have a sign erected on the west side, stating the history. we should hear this news before year end. We know that upkeep will be a large consideration, in your accepting this piece of Flathead County and Kalispell History. Thus, we plan to ask Mark Hash to create a trust, funded by Carl and I, with $25,000 for just that purpose. we can furnish you with all the contractors, who did the work, as well as the Structures Engineer. Carl and I grew up in Flathead County, (Class of '48) and still have family there today. My sister, Adeline Logan, cousins, Erma Swennes, LaVern Fredenberg, Josephine Walters, along with my great-nephew, Travis Bruyer. Listing in the National Register is an honor that provides wider recognition of a property's historic values, and assists in preserving Montana's heritage. Certain benefits are available to the owners of National Register properties through the Montana Historic Preservation Office. These benefits include economic tax incentives for the rehabilitation of commercial or residential rental historic properties, very limited grant funding (when made available by the National Park Service, Department of the Interior), and technical assistance provided by the Preservation Office staff. Montana properties listed in the National Register also qualify for our Historic Places Sign Program. Owners of listed properties receive financial assistance for the production of signs to identify NRHP properties.
