City Count FROM: James H. Patrick, City Manager SUBJECT: Cottonwood Estates Request for Sewage Treatment Meeting Date: January 13, 200 Background. At the December 5, 2005 Council Work Session, Council asked Staff to work with the Cottonwood Estates Developers to investigate the extension of City services to their development. At the time, the developer believed this subdivision could be serviced by a County Water and Sewer District #1 sewer line across Helena Flats Road from the entrance to their subdivision_ However, this is a 4 inch gray water line that is at or near capacity. The developers have therefore expressed a Willingness to fora an annexation district, design to City standards and contribute a significant amount toward the construction of a sewer main* I have enclosed the developer"s letter of February 2d* Kelsey subdivision would like to add adjoining properties to their subdivision and have expressed an interest in partnering with Cottonwood Estates to extend sewer lines to planned City mains. We have been approached by several other developers In this area who would be ltereste mn City sewer and water services. At the March . 200 work session,, Coune l, directed. staff to bring a Facilities Flan update agreement to the next Council meeting for action. This Facilities Plan gate will address water and sewer services to this area and others areas around the City. In about six months the consultant can provide options, preliminary costs, and reconmendations to Council for the northeast area where Cottonwood Estates and the other proposed projects are located. 1. At the meeting of March 20, Council a tho .. es the Facilities Plan update and directs staff and consultants to develop utflity service alternatives and cost estimates to serve the aforementioned projects and the remaining areas as soon as possible. 2. Upon Councll's favorable consideration of the preliminary engineering results, direct Staff to continue discussions with Cottonwood developers and other interested parties to finalize an extension agreement# and begin work on an annexation dist.et. I feel that through our last two meetings we have gained a lot of ground In accomplishing this task. l wish to let the City of Kalispell know that Cottonwood Estate LLC is completely committed to finding a solution for sewer extension to the proposed site. Several options for obtaining sewer service have been discussed In previous meetings, Coffonwood Estates LLC would be interested in a complete annexation of the proposed site, an annexation district and or becoming a monetary partner with The City of Kalispell ell in extending sewer service to the proposed site. s you well know, our company has been aftempting to obtain surer service for quite some time now. Time is of the essence in this matter as we need to pursue other options should the City of Kalispell wish to not serge Coffonwood Estate serer service. We have set several time frames we hope the City of Kalispell can meet; City Council to meet with Cottonwood Estates to discuss all above stated options of suer service.
