Patrick, City Manager SUBJECT: February 25, 2006 lannin Workshop Continuation at the Council March 6, 2006 Workshop DATE: February 28., 200 At the Council workshop last Saturday, Council worked on a Vision for Kalispell in twenty years, Values, vectors, and action items to help achieve the vision. This is a brief list of those items for your further consideration and discussion. The last paragraph is where I Would like to start our discussion at Mondays work session. Vision. Statement t (kind of agreed to at the workshop): Kalispell is a place where youth, families, and retirees experience a rich cultural and recreational environment within a - n,g d ers ied e nomy grounded in value added industrial and commerce, An alternate Vision statement a bit more streamlined): A community where the desire for balanced growth respects and sustains the quality of life for everyone in the Flathead Valley. Most important Values: Strong Economy 'amities Feel Safe Reasonable Costs Those values and actions that need to be taken to achieve our Community in gars: Strong Economy (V) v i rant job market (V) Livable wages (A) Beautiful industrial, technology, and retail sites (A) Value added industry and high tech companies (V) gobs so that our kids can stay here. Families Feel Safe and comfortable throughout the City Three more fire halls Larger police force Reasonable Cost of Living (A) affordable housing (wages, prices, interest rates) Community willing to risk to get a dream Community with Ethnic and Age Diversity (V) Youthful orientation V Community of choice for youth. Mid level and upper end housing; in the City instead of only in the County Alignment of business, education and government Great Transportation System Air, .loads, Water, Rail, .bus (V) Daily train to Columbia Falls and West Glacier (A) 93 Bypass corridor to Whitefish Retail center for NW Montana with Vibrant Economy (A) Events/Sports Center (V)Restaurants and gift shops (V) Minor league sports team(s) Better Stewards of our place. Destination Community unity — How we have done it. (V) entrance corridors. (V) Design Neighborhoods we want to move into, Well planned community that is founded on neighborhoods (A) Sidewalks -on every street (A) Connecting bike and pedestrian trails (A) Clean and well kept City Good place for children to grow up. Don't warm to leave and don't have to leave Community that someone would want to come and raise a family & Retire Support families, recreation, city's downtown and historic past Community we do not have to make apologies for Town the envy of others — Quiet and safe Flew of Mountains from every corridor and roadway Vibrant Culture with thriving performance arts Museums to donor past Cultural opportunities ,,attract youth Less polarity to more cohesiveness (V) Dialog with citizens (A) Engage citizens in the change process United Community to include rural con n-runity and county Amexation (V) Affordable growth — not a burden an residents Strong Historic Downtown (V) Retain Historical architecture and landmarks. (A) Multi -story wilding downtown for high -end living (A) "Georgetown" style condos downtown (A) Retail parking (V) Green/Open Space (A) Greenspace and parks (A) Walability (V) Infrastructure (V) revenue and tax base to support (A) Community college to 4 year university (A) Good available education (V) Recycling policies and waste management Barriers to overcome Money Legislation Citizens — 3 V's Changes n leadership Established kin doors Jurisdictions Incorrect info Communication with public Outside our control regulations Access to public lands What does this look like? Please take some time this weekend to drive through Empire Estates andot down thins you sec that you like and do not like, Empire Estates was one of the first large subdivisions that came to the City for approval. While it conforms to the City subdivision ordinances, there may be things that we can improve on or change using lessons learned and bind sight. Thai you for your time last. Saturday.
