SUBJECT: Negotiations for the Potential Exchange of Property
MEETING DATE: June 12, 200
BACKGROUND: The City and valley Bark have discussed the exchange of the City
parking lot located at the northwest comer of Main Street and 3 Street for property currently
owned by Valley Bank. This exchange would alloy valley Bank to build a new facility on the
City parking lot and the exchange mould allow the City to proceed with plans to build a parking
structure along the length of Ist Ave. Vest from ' to 2nd Streets.
Valley has made a proposal, attached, that addresses Coun i 's e neems and continents from our
last work session, and addresses their ovn. concerns. They will be present to discuss this
proposal at the work session.
As a reminder, valley and I have discussed the concept of exchanging parcels with the Parking
Commission. The Parking Conunissi n's comment were:
. Like value property. However, there are environmental challenges on the City owned
parking lot. There is an old foundation that will need to be excavated, and the lot does
not allow full development due to the condition of the existing building foundation to the
north. Lastly, the desire of the Parking Commission and City Council seems to be to find
a parcel large enough to build a parking structure. This exchange accommodates that
plan.
2. valley retains ownership of three parcels instead of transferring all parking lots to the
City. Why? Valley believes that valley needs to retain three lots for their parking to be
in compliance with zoning. The three lets being retained were previously discussed and
agreed to with Council as the three most expensive lots (for tax purposes).
3. Will this keep valley Bank downtown? Valley has several options. One is to rebuild
their current facility. This is difficult at hest since they need to continue to operate while
the new facility is being built. They are looking at another location downtown but not on
Main Street. They are loo.in.g at moving north or south out of the City core. The best
option for there is to move to Main Street as proposed. This also helps with the
revitalization of the downtown and further Im lementad on of the Downtown Plan.
The Parking Commission did pass a Resolution to recommend to the City Council that
negotiations on the proposed exchange of property continue.
RECOMMENDATION: Council direct staff to put this on the next Council meeting as an
action item.
FISCAL EFFECTS: None at this time.
ALTERNATIVES: As suggested by the City Council.

Valley Bad would like to offer our 8 lots fronting ' Ave West in -exchange
for the 5 lots owned by the City on Mam Street,
We would reed an agreement in perpetuity addressing parking .for bank
customers on the 8 lots being traded. The location of parking vvo id be
adjacent to the proposed construction and the number spots would total
15.
The 8 lots must remain dedicated to pang and are' agreemen should be
signed addressing this issue.
The Bark feels all leased tenants on the city lot can be accom dated on our
property during the construction phase.
Any environmental issues associated with the 5 lots would be the
responsibility of the City.
