SUBJECT. .Assessment rates
MEETING ATE: ,duly 10, 200
BACKGROUND: As the City grows it becomes more difficult to apply the system of
assessments fairly and s0 the request at the last council meeting for an additional rate. We
eumently charge property assessments based on either commercial Or residential use. The
problem is some properties like schools do not fit in either classification. In most eases we
default to the lower rate but it is difficult to be consistent. The question becomes "what are the
real impacts Of storm Or street maintenance for that property." How should we assess the new
high schools The high school property will not be 0% covered. with asphalt so it does not meet
the commercial requirement but it certainly will have more impact than a single family residence
n the road and drainage systems. A new rate request for improved properhes that are not
commercial may be in order
Apartment artment complexes — could be classified as commercial or residential, Currently we assess a
apartment complex life the Courtyard as a single family residence — even though 32 families
reside there. Properties, such as churches and school, have different areas Of pavement and
different impacts On roads than either commercial vial r residential. The new classification will help
to fairly assess property based on use.
,A question came up about caps. The caps were created to entice developers to bring in larger
tracts Of vacant land and to facilitate annexing larger properties such as Greenaeres where people
had lots greater than a 1/ acre. My research shows that the addition of the new rate does not
require a cap — a cap would defeat the purpose of being able t0 assess properties based On their
impacts. This new rate will not affect residential property. Most Of the non -profits in the city are
On properties less than V2acre. The Food Bark for instance is on a standard 7 , 100 s. ft. lot.
I will put together a spreadsheet with the event assessments for the schools and some Of the
Other properties for the workshop.
