BACKGROUND: The firm of Kembel, Kosena & Company, Inc., Missoula, MT appraised the
above listed property on August 10, 2005 at the request of City. The appraisal
established the following facts:
The highest and best use of the property is for commercial development in
conformance with zoning and existing neighborhood developments.
o The land area is lus mInus . o,000 square feet (pros/minus 3.444 acres).
The land is currently zoned - 1 (Public). Rezoning to a commercial
designation will have to take place.
The site value estimate value is $7.25 psf. $1 ,5 # The building
value is established at $ 2 ,500; however, it is almost certain that the
building will have to be demolished for a project to meet the criteria for
development as stated below.
RECOMMENDATION: Staff is recommending that Council authorlze the preparation of a RFP for
commercial development at a minimum .um sales price o $7.25 s . Criteria to award
the RFP will be based upon the following:
Originality, flexibility and innovation in site planning and development,
including architecture, landscaping, and graphic design of the proposed
development.
+ Protect and enhance the south entrance to the City., appeal to residents and
visitors and,, thus, support and stimulate business and industry and
promote the desirability of investment and occupancy i business,
commercial and industrial properties.
Stabilize and improve property values and prevent blighted areas and,
thus, increase tax revenues.
* Minimum proposed purchase price.
• Quantified job creation and wages, including employment benefits
A '.'Developers Agreement"' which will guarantee a minimum taxable
value as established y council or a "payment in lieu of taxes" guarantee.
FISCAL IMPACT. $1,087,500 in the sales transaction plus any lard lease payments on either the Red
Eagle property or the pump station property that may be required should
additional parking needs be identified by the winning proposal.
