SUBJECT Tim German.n Tax Credit Housing Proposal on Appleway

BACKGRGUND9. Tins Germann, working with the Sparrow Group from Missoula is
developing a tax credit housing project in the Kalispell area. The site would be located
on the north side of Appleway several hundred feet west of the South Meridian
intersection. The developer proposes to construct approximately 40 units in his first
phase. The site is properly zoned and Mr. Germ.ann needs only to secure a building
permit and a floodplain development permit from the city to begin construction if his
project were to proceed.
The Sparrow Group proposes to use tax credits to finance the proj
fiect. The Tax Credit
Housing Program is a federally monitored program that allows developers to have
access to fairly favorable financing for the purpose of constructing and maintaining
affordable housing (rental apartments) . Tax credit housing is pursued and developed
entirely by private enterprise. Allocations become available once a year and are fairly
difficult to secure as there is much competition statewide for the funds. The Kalispell
area has not seen a project for many years.
As a development team pursues a tax credit project there are many criteria that make
an application more fundable. One of these criteria includes a letter of support from
the local government affirm-fi g the need for affordable housing in our community, a
second criteria includes a public presentation of the project at a community meeting
to increase awareness of the project.
RECOMMENDATION. Staff recommends that the council listen to the brief
presentation by the developer and submit a letter of support to the Sparrow Group
affirming the need for affordable housing projects in the community.
FISCAL EFFECTS: None at this time. If the project is developed, the tax credit
housing will provide affordable housing opportunities to many families within the city.
