SUBJECT: Developer Proposal for Sewer Extension
MEETING DATE: August 13, 2007
BACKGROUND: Bob Lovejoy is another property owner that has requested services for
River's Bend Subdivision. Mike Andres would like to develop phase two of Trumble Creek as
well as an industrial center. Both developers would like to receive City services and anmx to the
city.
These developers and their consultants will present their request to Council for your
consideration Monday evening.
Council allowed up to 100,000 gallons of sewage to be allocated to subdivisions outside the
Flathead County water and Sewer District One's RSID for certain subdivisions. This approval
was given in 2005. Now two years later there are homes being constructed without sewer
services.
The City has been working with the RSID to develop the agreement to facilitate this service to
Kelsey (now Trumble Creek) Subdivision and Cottonwood .Estates. The RSID seems to be
reluctant to provide sewage transport services since this could potentially take away what they
perceive as customers for a contemplated wastewater treatment facility. The RSID feels that
these homes should be their customers.
The RSID is nearing capacity in their transmission system to accept more flow and they desire to
have the developers pay for upsizing the facilities. The developers would like to spend their
money to hook up to Kalispell's wastewater facilities.
