SUBJECT: Explanation of the Capital Improvement Plan (CIP)
Component of the Proposed Transportation Plan and
Relationship to Transportation Impact Fees
MEETING DATE: Monday, April 14, 2008 — work Session
BACKGROUND: The City Council is in the consideration process of a
Transportation Plan as well as Transportation Impact Fees. The mechanisms of
these two issues are complex and unsurprisingly easily misunderstood by the
public. The purpose of this workshop is for the staff and consultants to explain and
answer 'questions of the Council regarding the Capital Improvement Plan (CIP) of
the proposed Transportation Plan and the relationship of the CIP to the
Transportation Impact Fees.
The proposed Transportation Plan, as well as the Transportation Impact Fee
Report, are available for review at the City's website. These are large documents
and have previously been provided to each Council Member as a hard copy.
RECOMMENDATION: That Council members be prepared to ask the questions
that they, or their constituents have regarding these issues so that there is a clear
understanding of the options available to Council as well as the effects of each
option.
