Hansz, P.E., Director of Public Works SUBJECT: Bypass Utility Relocations MEETING DATE: Work Session, September 28, 2009 The State is moving swiftly to award a contract for the first phase construction of the south half of the Kalispell Bypass project. Their schedule anticipates letting a contract for Phase 1 from Airport Road to US 2 this fall, probably in late October or early November. The City presently has several existing utilities that cross the Bypass alignment, and that must be relocated prior to significant construction by the State's contractor. We had anticipated a design of this work in our 09/10 budget with construction possibly in 2010. The State's greatly accelerated schedule and their exceptional success with ROW acquisitions has exceeded our expectations. As a result, the recently adopted budgets for water and sewer will need to be amended so that we can move forward to relocate these utilities in a timely manner and not delay this much needed State highway project. Deputy Public Works Director Date: September 22, 2009 Re: U.S. Highway 93 Bypass Utility Relocation and Installation The Montana Department of Transportation has accelerated the construction of the portion of the U.S. 93 Bypass between Airport Road and U.S. Highway 2. The project will begin advertising the week of September 21 with a bid opening the week of October 19. Some of the highway construction will begin this Fall. It was initially believed that the U.S. 93 Bypass would not begin construction until the Summer of 2010. The following are the estimated total construction costs for the different sites which require the relocation or installation of water and sewer mains impacted by the construction of the U.S. 93 Bypass between U.S. Highway 93 South and U.S. 2 West. Foys Lake Road Water and Sewer Force Main Relocations — There is an existing 12-inch water main and a 6-inch sewer force main along Foys Lake Road across the bypass right-of-way. Due to the deep excavation required for the bypass, these mains will be relocated utilizing horizontal directional drilling. The estimated construction cost to relocate the 12-inch water main is $306,877. The estimated construction cost to relocate the 6-inch sewer force main is $289,908. These costs include the engineering design fee and an 8% fee for in-house construction administration. The Montana Department of 201 ] Avenue East, P.O. The net estimated cost to the city to relocate the water main is $76,718. The net estimated cost to the city to relocate the sewer force main is $72,477. Highway 2 West — Water and Sewer Extension to Flathead Beverage — As part of the bypass right-of-way acquisition, MDT has agreed to extend the city water and sewer main to the west property line of the Flathead Beverage property located on the west side of the bypass on the south side of U.S. Highway 2. MDT is required to install an 8" gravity sewer main and an 8" water main under current city requirements for main size. This construction project will be included in the MDT contract to be completed by the MDT contractor. The estimated cost to install an 8-inch water main is $104,102. The city will pay the cost difference to upsize this water main to 14-inch as it will be used as a trunk line for future development west of the bypass. The estimated cost to upsize the 8-inch water main to 14-inch water main is $19,938 ($17,480 for construction, $2,458 for Indirect Costs of 14.06% to MDT for construction management and traffic control on the upsized portion). The entire engineering design fee will be reimbursed by MDT. Highway 2 West — Water and Sewer Relocation in Corporate Drive - As part of the bypass construction, Corporate Drive will be relocated to provide space for the on ramp at the northeast corner of the intersection of U.S. Highway 2 and the bypass. There is an existing 12-inch water main and an existing 8-inch gravity sewer main which is required to be relocated. The estimated cost to relocate the 8-inch gravity sewer main is $92,963. The estimated cost to relocate the 12-inch water main is $107,561. These costs include the engineering design fee and an 8% fee for in-house construction administration. The MDT will reimburse the city 75% of the costs to relocate the water and sewer mains. The net estimated cost to the city to relocate the sewer main is $23,240.75. The net estimated cost to the city to relocate the water main is $26,890.25.
