RE: Appropriation and Stimulus Projects
Attached is the 2010 list of projects recommended to be submitted for appropriations to the
Montana Congressional Delegation. Four of the projects can be placed out for bid within 60 days
and should qualify for stimulus funds.
The projects are listed in priority with transportation projects first followed by sewer, water,
storm drainage and cultural projects. These are projects that the staff thinks will provide the
greatest value to the city.
Total estimated cost of the seven projects is: $138.5 million, city only projects- $33.5 million.
KALISPELL PROJECTS LIST

TRANSPORTATION:
US Highway 93 Kalispell By-pass ,$105 million -** 90 to180 Dam - Identified in the 1993 and
2006 Kalispell Area Transportation Plans. This project includes all phases of the 7.5 mile long
by-pass around the West Side of Kalispell. The final design is nearing completion; bid
documents could be ready in 3 to 6 months for first phases with building to start next spring.
Kalispell Street Reconstruction and Rehabilitation Program ($8,522,931 - 60 Dam — This
project provides for the reconstruction and rehabilitation of urban roadways and intersections
within the City of Kalispell. The work includes pavement milling, asphalt overlay, seal and
cover, reconstruction of intersections to comport with ADA guidelines for pedestrian access,
project management and engineering.
SEWER:
Kalispell Advanced Wastewater Treatment Plant ($11,644,000 - 60 Days) - Expand current plant
capacity and increase treatment levels by extending contractual agreement with current
contractor to construct Phase 2 Expansion and Phase 1 Effluent Quality Upgrade. Improvements
will increase treatment capacity and greatly improve regional water quality by reducing nutrient
loads to Flathead Lake.
Stillwater Wastewater Interceptor Pipeline ($6,210,000 - 120Days) -This project will serve the
north and west area currently served by the existing Grandview Sewage Lift Station. This
project is essential to adequately serve the north and west areas of Kalispell. It will reduce the
load on existing collection systems and pump stations and is the lower cost alternative to
increasing the size of existing pipelines installed in existing heavily developed areas of the City.

WATER:
Kalispell Water Delivery ystem Improvements: ($726,000 - 60 Days) — Project provides for
pipeline rehabilitation and upgrade to improve pressures and delivery volumes for critical fire
flows and seasonal high demand.
STORM DRAINAGE AND FLOOD CONTROL:
Kalispell Storm Drainage and Flood Control Project ,$822,000 - 60 Days) — This project
eliminates localized flooding due to inadequate or storm water drainage infrastructure in five
areas of Kalispell that are un-served or underserved by properly designed storm water facilities.
CULTURE:
Hockaday Museum of Art ($5.6 million —120 DasIThis project provides for the renovation and
expansion of a historic Kalispell art museum. The Hockaday Museum of Art is a nationally
acclaimed resource of fine art centered on one of America's greatest natural treasures, Glacier
National Park. The expansion will allow the museum to enlarge the permanent collection through
the acquisition and donation of significant public and private collections. The city and local
private groups have already invested over $500,000 in this project.
