SUBJECT: Streetscape Design Consultant RFQ/RFP
MEETING DATE: September 17, 2001
BACKGROUND: As outlined during the City Council work session of September IOP, the
streetscape project has evolved to the point that a well detailed design report that meets MDT
technical requirements is now ready for use by a consultant engineering company to design the
project. A public hearing to discuss the streetscape project and other alternatives for use of
Downtown Urban Renewal District funds is set for October 15s'. If the City Council decides at
that meeting to move ahead with the streetscape project MDT has indicated it will not oppose the
project. Approximately 10 months remain until the sunset of the Downtown Urban Renewal
District on June 30, 2002. There is little time remaining to accomplish a design and meet the
timetable for obligating funds. In order to reduce delays in the design process, the time that
remains until October 15`" should be used to identify a qualified design firm for the project.
RECOMMENDATION: Staff recommends immediately advertising for qualified firms to
design the streetscape project. A staff recommendation to award a design contract will be made
after the City Council decides October 150' whether to move ahead with construction.
ACTION REQUESTED: Motion to authorize the Public Works Department to advertise and
interview qualified Firms, and prepare to recommend a firm to design a streetscape project.
