BACKGROUND: The Kalispell Fire Department provides ambulance service to the City of
Kalispell and the surrounding areas in the Flathead Valley. We provide advanced life support to
much of the Flathead Valley, using four ambulances located at the fire station in City Hall. One
of the ambulances is scheduled to be replaced this budget year. This 12-year-old ambulance has
over 89,000 miles. It was heavily damaged several years ago in an accident, and maintenance
costs have been high since.
Pacific Emergency Vehicles, as seen below, is the low bidder. However, this chassis and box are
2001 models, so have a somewhat lesser value, making a true comparison somewhat more
difficult.
Our last Ambulance was built by Wheeled Coach, and is very similar to the unit Wheeled Coach
has specified on this bid. Our personnel have been very satisfied with its performance.
Based on approximate figures given to us last year by vendors, we budgeted $83,000.00 for a
replacement vehicle. However, prices have escalated due at least in part to increased utility and
fuel price increases. Bids were as follows:
New Ambulance cost
Pacific Emergency Vehicles $86,460.00 (2001 chassis)
Wheeled Coach $88,876.00 (2002 chassis)
Braun Northwest $89,875.00 (2002 chassis)
RECOMMENDATIONS: Wheeled Coach was not low bid. However, for the following
reasons, we are recommending that Wheeled Coach be selected as the vendor to provide our new
ambulance:
-They provided our last ambulance and our personnel are very satisfied with its performance.
-The ambulance they have specified is very similar, allowing us to operate in a similar
environment.
-This allows us to stock a similar inventory of expendable parts.
-The chassis and ambulance box they have specified is a 2002.
-Wheeled Coach has offered a trade-in allowance of $3400.00, for the 1987 ambulance we are
replacing.

We recommend that Council approve expenditure of the Ambulance Enterprise Fund, for the
purchase of a 2002 model ambulance by Wheeled Coach, including trade-in or direct marketing
of our used 1987 ambulance.

350XLT "Four Wheel Drive" chassis in stock at this time. Potential cost increase
for 2002 (and delivery delay as well) may apply if 2001 chassis is zone.
A credit of $1,400.00 may be taken if City of Kalispell elects to pick up the ambulance
at the factory upon completion. An additional $300.00 may be taken if full payment
for the ambulance is made upon completion and acceptance at the factory in Goshen
Indiana. Payment terms otherwise shall be full payment is due upon acceptance and
