SUBJECT: Streetscape Design Survey Requirement
MEETING DATE: October 15, 2001
BACKGROUND: At the September 17s' meeting, the City Council authorized the Public Works
Department to proceed with the selection process for a Streetscape Design Consultant. This is
moving forward on the fastest possible schedule and a recommendation is anticipated to be the
subject of a special Council meeting the 29 h of October. In connection with this effort, the PWD
has received feedback from several interested consultants that shows a common area of concern.
The collection of critical design survey data will be severely hindered if snow arrives early.
Public Works shares this concern and has concluded that collecting this critical data as soon as
possible is necessary to reduce the possibility that weather could prevent timely completion of a
streetscape design.
The work is a task of substantial size. Department staff is not available to perform this
work due to a heavy current workload. Further, a key member of the city's survey team is
convalescing from recent surgery and others are not trained for the work. Therefore, the PWD
has developed a scope of work for this task to be performed by a contractor. We would anticipate
that most consultant organizations would employ an outside surveyor for this work. By removing
this task from their work the City will save the normal consultant overhead costs related to
managing the survey. Proposals have been solicited from three local surveyors in compliance
with the City's policy for acquisition of professional services. The replies have not been received
yet. The selection will be based first on the proposed schedule and second on the total cost. We
estimate the cost to be in the range of $25,000.00 to $35,000.00. Funds are available within the
current Downtown Urban Renewal District budget where $750,000.00 is specifically allocated
for this project.
ACTION REQUESTED: Motion to authorize the Public Works Department to hire a survey
consultant to perform the design survey for the proposed Downtown Streetscape Project.
FISCAL IMPACT: Expenditure of funds, potentially totaling $35,000.00, to be offset by a
corresponding reduction in the final cost of the streetscape design contract due to the removal of
this task from that effort.
