Award Bid - Lawrence Park Bridge/Trail - Parks DeptCity of Kalispell Post Office Box 1997 - Kalispell, Montana 59903-1997 - Telephone (406)758-7700 Fax(406)758-7758 REPORT TO: Mayor Bill Boharski and Kalispell City Council FROM: Michael Baker, Director of Parks & Recreation SUBJECT: Lawrence Park TR-KAL/Bridge MEETING DATE: October 1, 2001 BACK GROUND: The bid opening for the Lawrence Park Bridge project was completed on September 26, 2001, at 2:30 p.m. in City Hall. Three responsive bids were received for this trail project that includes installation of benches, garbage receptacles and at the north end of the trail a bridge will be constructed to cross the Stillwater River and join with the existing connector trail to Whitefish Stage. The bridge will span a total of 160' with an additional 1000' of asphalt trail that parallels the Stillwater River and ajoins to our existing Phase I Lawrence Park trail. This project has been in the works since 1996. We have moved the bridge location twice and experienced a years delay due to high water and redesign. The completion of the bridge will allow pedestrian/non-motorized travel from the corner of Reserve and Whitefish Stage to Main and Idaho to our downtown district. Initially six construction companies received bid packages. We received 3 responsive bidders. They are as follows: A-1 Paving $322,136.85 LHC, Inc., $343,408.24 Sandon Construction $385,321.36 The 2001 budgeted amount for this project is $217,379.00. After comparing the specific bidding schedules from the three responsive bidders, it is the recommendation of the consultants that the bid price is applicable. Upon preliminary conversation with MDOT, and an explanation of the bid tabulation forms, they are in agreement that the bids are consistent and in line with the project. The budget account for Istea has a total amount of $402,968.00, which includes $185,589.00 for the Meridian Trail project. Although the Meridian Trail project has been ready to bid since August, we chose to bid the Lawrence Park Bridge project first in case we needed to draw additional funding from the Meridian Trail project. The Lawrence Park Bridge project has always been the higher priority of the existing projects. RECOMMENDATION: It is my recommendation to accept the low bid by A-1 Paving in the amount of $322,136.85 for the construction of the Lawrence Park Bridge and Trail. I am also recommending to authorize transfer of funding in the amount of $116,496.00 from the Meridian Trail project to the Lawrence Park Bridge project. The remaining funds would allow us to bid the Meridian Trail project in two phases starting early this winter 2002. Phase II would be scheduled with the allocation of federal funding 2003. FISCAL EFFECTS: This project is funded 86.58% with Federal money and 13.42% local match. Our local match is $43,230.77 and the federal share is $278.906.00. ALTERNATIVES: None at this time. The following points were considered in making this recommendation: 1. The prices submitted by the three bidders were tight, competitive numbers. 2. Everything except Mobili9ation and the Bridge Abutment came in within an acceptable range of the estimate. Elements of the Bridge Abutment design were made mandatory through MDOT's bridge department's standards and reviews. Therefore, the price of the abutments affected the bottom line significantly. As per your discussion with Andy Hyde of Carver Engineering, you were aware that the abutment price could vary from $50,000 to S100,000_ There is no way to scale back the bridge design and still meet MDOT's requirements. We anticipated that. bridge items, 18 through 24, would include bridge mobilization. The mobilization item in the estimate was anticipated to cover the trail only.
