4. Award Bid - Building Demolition - Public Works DeptCity of Kalispell Public Works Department Post Office Box 1997, Kalispell, Montana 59903-1997 - Telephone (406)758-7720, Fax (406)758-7831 REPORT TO: Mayor and City Council FROM: Jim Hansz, Director of Public Works SUBJECT: Bids for Building Demolition MEETING DATE: November 19, 2001 BACKGROUND: The City Council previously directed that demolition of the former Al -Anon Building located at 420 First Avenue East and the former Parking Commission Building located at 424 First Avenue East should proceed as soon as possible. A project was prepared and bids were received August 13, 2001. Three responsive bids were accepted. A fourth non -responsive bid was rejected. The three responsive bids were from. A-1 Paving, LHC Incorporated and Sandon Construction. The non -responsive bid was from Doug Miller Construction. The Project Manager's bid summary memo is attached for your information. The bid totals for the three responsive bids are as follows: LHC Incorporated $16,494.00 Sandon Construction $18,900.00 A-1 Paving $38,790.00 Low bid was submitted by LHC Incorporated. The cost estimate for this project was $15,000.00. There are sufficient funds within the Downtown Urban Renewal District Budget for this project. RECOMMENDATION: Public Works recommends award of the building demolition contract to LHC Incorporated based on the low bid of $16,494.00. FISCAL EFFECTS: Expenditure of budgeted funds from the Downtown Urban Renewal District budget totalling $16,494.00. ALTERNATIVES: As suggested by the City Council Respectfully James C. Hansz, P.E. Bids were received from Doug Miller Construction, LHC Incorporated, Sandon Construction and A-1 Paving. The bid from Doug Miller Construction was not submitted in the required form. It failed to include the required original bidding documents and the information requested in those documents was not submitted as required. The bid is considered to be non -responsive and it is recommended that it be rejected. The bid totals for the three responsive bids are as follows: LHC Incorporated $16,494.00 Sandon Construction $18,900.00 A-1 Paving $38,790,00 All bids contained the required Bid Bond. The Public Works Department estimate for this project amounted to $15,000.00. There are sufficient funds within the Downtown Urban Renewal District Budget for this project. I recommend the bid be awarded to LHC Incorporated in the amount of $16,494.00
