SUBJECT: Award Bid for Aerial LiftTruck
MEETING DATE: March 19, 2001
BACKGROUND: The current Public Works budget includes funds for replacement of a 26 year
old aerial lift truck that has greatly exceeded its life expectancy and is no longer safe to operate.
The truck is used for repair and replacement of street lights and traffic signal equipment. Through
a maintenance arrangement with MDT, City personnel provide all the signal maintenance for NW
Montana, from Ronan to Libby to West Glacier. A reliable vehicle is essential. The old truck has
deteriorated to the point that the engine and transmission require replacement. The body has
rusted away in several areas, especially the floor that has been patched over with old street signs
so the driver's feet do not fall through. The lift boom is beyond repair and cannot be certified for
safe operation. Bids were solicited for a replacement aerial lift truck. The specification called for a
used vehicle, preferably from a utility fleet, in order to reduce costs because new aerial lift trucks
range in cost from $75,000 to $ 110,000. A single bid was received from Pacific Utility Equipment
Company in Tacoma, Washington for a vehicle that meets all the City's requirements. The PUEC
bid totals $29,700.00 for a 36' Versalift aerial man -lift with a 41' working height mounted on a
1994 Chevrolet HD3500 chassis that is also fitted with a utility service body. The boom is
currently certified. The chassis shows approximately 137,000 miles. Based on the overall vehicle
condition, our service shop has estimated approximately 15 years of service at the expected level
of use. A 10% bid bond accompanied the bid. Funds for the vehicle are specifically budgeted in
the Street Lighting budget at $25,000.00. In addition, capital equipment funds are currently
available within the Traffic Signs and Signals budget totaling approximately $6,600.00 and are
available for this acquisition due to very favorable experience in the purchase of a concrete mixer
and a sign maker. These two items were obtained at lower than anticipated costs.
RECOMMENDATION: Accept the bid of $29,700.00 from Pacific Utility Equipment Company
to supply an aerial lift truck.
FISCAL IMPACT: Expenditure of funds as follows: $25,000.00 in the Light Maintenance
budget and $4,700.00 in the Traffic Signs and Signals budget.
ALTERNATIVES: As suggested by the City Council
