SUBJECT: Award Bid for Rehabilitation of WWTP Clarifiers
MEETING DATE: June 18, 2001
BACKGROUND: The secondary clarifiers at the WWTP have a protective coating that has
deteriorated to the point that it must be renewed. Along with this coating renewal, internal pieces
of the mechanism should be replaced with equipment of improved design and greater corrosion
resistance. Operating personnel will replace the equipment while the clarifiers are out of service.
Re -coating the clarifiers must be done by a qualified contractor. Three bids for this work were
received June 7, 2001. Several bidding alternatives were requested. The base bids ranged from a
low of $132,000.00 from F. D. Thomas to a high of $231,005.00 from S & S Coatings. The bid
tabulation, engineer's evaluation and recommendation are attached for reference.
RECOMMENDATION: After reviewing the data, staff concurs with the engineer's
recommendation to accept the base bid of $132,000.00 from F. D. Thomas to re -coat the WWTP
Secondary Clarifiers. Bid alternates were not deemed cost-effective and are not recommended.
FISCAL EFFECTS: Expenditure of budgeted WWTP funds in the amount of $132,000.00.
Costs for equipment replacement by City operating personnel will be in addition to this amount.
The total budgeted for the work is $175,000.00, and the total project cost will not exceed this
amount.

Dear Mr. Hansz,
Attached please find a tabulation of the bids received on 7 June 2001 for the above
referenced project at the Kalispell Advanced Wastewater Treatment Plant.
As tabulated on the attached document, three (3) qualified responsive bidders submitted
complete bids for this project including both additive and deductive alternates as required
by the bid documents. The low responsive bid was submitted by F.D. Thomas, Inc. of
Central Point, Oregon. We have reviewed their bid, contacted them about their
submission to gain further understanding of their availability and schedule, and are
pleased to recommend this firm be awarded the project at their base bid of $132,000.
Additionally, we have requested F.D. Thomas, Inc. review their pricing on Additive
Alternate No. 1, which may result in a cost reduction more in line with the other two
bidders for this item. If this higher quality coating system can be provided for
approximately the amount submitted by other bidders and estimated by our firm, the City
may want to award this item as well as the base bid. We will let you know what F.D.
Thomas' response is to our request.
