Kukulski, City Manager SUBJECT: Second Avenue West Redevelopment/Hampstead Partners MEETING DATE: July 24, 2000 BACKGROUND: The City of Kalispell has held two Community Needs Assessment Hearings to receive citizen input as to perceived needs in our community that could be assisted through CDBG and HOME Grant funding. The needs identified this year are for: • Affordable housing rentals for seniors • Two group homes for emotionally disturbed teenage girls and for adult, chronically ill clients of Northwest Montana Mental Health. • A new shelter for clients of the Abbey as well as transitional living units as the clients are able to leave the shelter • A transitional shelter for juveniles ranging in age from 12 to 18 until they are placed in more permanent environments • Tenant Based Rental Assistance providing first month rent and cleaning deposit funds for residents of Samaritan House and other shelters as they move out into the general community. In a collaborative effort, representatives from the various non -profits and the city met on July 12`h to discuss how these particular needs could be prioritized and addressed. The City of Kalispell is in the best situation to apply for CDBG and HOME grant funding on behalf of the Second Avenue West Senior Housing Project. Northwest Montana Mental Health is a Comprehensive Housing Development Organization and is best suited to apply for HOME grant funds to assist with their two group homes. Samaritan House is the logical entity to compete for a HOME Tenant Based Rental Assistance Grant and, if successful, can assist Violent Free Crisis with rental assistance for their clients transitioning out of the group home into the community. Flathead County should be 75% drawn down on its current HOME First Time Home Buyer Assistance Program by next fall and could submit a grant application on behalf of the youth shelter then. RECOMMENDATION: The City Council authorize the Community Development Department to prepare CDBG and HOME grant applications on behalf of the elderly apartment project by the applicable deadlines as well as all appropriate compliance assurances and resolution for submittal in the fall of 2001. FISCAL IMPACT: If the two grants are successful, they will generate Principal and Interest Income to the City amounting to $1.267 million over a twenty-year amortization period. Additionally, $24,000 in HOME grant administration could be earned over the 18-month administrative contract. ALTERNATIVES: As suggested by Council.
