Citizenship AwardsKalispell 00 ,► ,ems°� IWO 04, i -�o REPORT: Honorable Mayor and City Council FROM: Frank Garner, Chief of Police SUBJECT: Citizenship Award MEETING DATE: July 16, 2001 Department BACKGROUND: Shortly after noon on July 5, 2001 Kalispell Police arrested a 39 year old man for Assault with a Weapon and Attempted Kidnapping following an incident near the Gateway West Mall. Michael Ray Warren is charged with abducting a 14 year old girl by holding a knife to her throat and forcing her into her mother's car. He then allegedly ordered the mother to drive him out of town. The girl's mother refused to drive off and was able to attract attention when she and her daughter began yelling and screaming. Warren then fled the parking lot pursued by two local men, Michael Anderson, an employee of Stream International and Timothy Brown, an employee of Flathead Janitorial. The two men subdued the suspect and detained him until police arrived. This act of outstanding bravery demonstrates citizenship and concern for the safety of others and is in keeping with the highest standards of our community. The Chief of Police will present the men with a citizenship award in front of the council. RECOMMENDATIONS: The Council acknowledge the act of citizenship by Michael Anderson and Timothy Brown.
