Authorize Advertisement for Bid - Fire Department - Air CompressorCity of Kalispell Post Office Box 1997 - Kalispell, Montana 59903-1997 - Telephone (406)758-7700 Fax(406)758-7758 REPORT TO: Mayor and City Council FROM: Randy Brodehl, Fire Chief SUBJECT: Advertise Bids for High Pressure SCBA Air Compressor MEETING DATE: July 16, 2001 BACKGROUND: Funds have been included in the 2001/2002 budget for purchase of a breathing air compressor. This compressor is used anytime day or night throughout the year to fill our self-contained breathing apparatus, (SCBA), that we use when entering toxic atmospheres in fires and hazardous materials incidents. Our current compressor was purchased in 1981 and is designed to fill air bottles to 2200 psi. For the past 12 years, we have used bottles that require 3000 psi. To make this work, in the late 1980s, the compressor was "adjusted" to increase the pressure available, which also caused damage to the block and pistons. The unit was rebuilt in 1998 because of oil and water in the system. The company that did the work cautioned us that it was a temporary fix and the unit would not be rebuildable again. The repair lasted until January of this year, when water and oil once again began showing up in the filter system. This has grown progressively worse over the last 6 months. The block is now damaged and we have oil and water passing through the system. All new SCBA are either 4500 psi or 5000psi. Most of our current units are 20 years old and due to be upgraded soon. The compressor we have chosen is a 6000 psi unit, designed to fill a cascade system of reserve tanks that we would in turn, use to fill our SCBA bottles. We anticipate a 25-30 year life out of this unit. RECOMMENDATIONS: Authorize advertisement for bids FISCAL EFFECTS: Expenditure of approximately $30,000.00 for purchase of a new compressor. Respectfully submitted, Rand rodehl Y Chris Kukulski Fire Chief City Manager Report compiled July 12, 2001 ADVERTISEMENT FOR BIDS The City of Kalispell, Montana will receive sealed bids for a "BP 13HE-1 Bauer Air Compressor/Cascade" to meet or exceed the minimum specifications on file in the office of the Kalispell Fire Department, City Hall, Kalispell, Montana. Bids will be received by the City Clerk until 2:30 P.M. MDT on July 31, 2001. All bids will be opened by the City Manager or designee at an open administrative session commencing at 2:30 P.M. on July 31, 2001 in the Council Chambers of the City Hall, Kalispell, Montana. Proposals shall be addressed to the City Clerk, P.O. Box 1997, Kalispell, Montana 59903-1997, and entitled Bid for a "BP 13HE-1 Bauer Air Compressor/Cascade". All bidders shall, as bid security, accompany the bid with lawful money of the United States, a cashier's check, certified check, bank money order or bank draft, drawn and issued by a national bank located in Montana or by a banking corporation incorporated in Montana or a bid bond or bonds executed by a surety corporation authorized to do business in Montana, in the amount of ten per cent (10%) of the amount bid. Any such bank instrument shall be payable to the City of Kalispell. If a contract is awarded, the bidder whose bond is accepted and who shall thereafter refuse to enter into and execute the proposed contract, or provide sufficient performance security, as stated in the covenant, shall absolutely forfeit such moneys or bank instrument to the City, and become immediately liable on said bid bond in said sum. The money, bank instrument, or bid bond shall be returned to the unsuccessful bidders. All bids must expressly covenant that if the bidder shall be awarded the contract, the bidder shall within ten (10) days of the acceptance of said bid by the City Council, enter into a contract and give good and sufficient bond to secure the performance of the terms and conditions of the contract. In the event the successful bidder does not enter into a formal contract within ten (10) days or give sufficient bond to secure performance, the bidder shall pay unto the City the difference between the amount of the bid of said bidder and the amount for which the City legally contracts with another party to perform said work if the latter amount is more than the former. No bid shall be withdrawn for a period of forty-five (45) days after the scheduled time of receiving bids without the consent of the City Council. Any bidder wishing further information may obtain the same from the Kalispell Fire Department, P.O. Box 1997, Kalispell, MT, 59903- 1997, (406)758-7760, kfd@kalispell.com. The City will accept the lowest responsible bid, but the Council reserves the right to reject any and all bids or to waive any technicality or informality and accept any bid which may be deemed in the best interest of the City. The City in consideration of all bids shall observe Section 18-1-102, et seq., M.C.A. The successful bidder will be required to abide by Federal and State laws.
