CONSENT AGENDA APPROVAL All items listed on the Consent Agenda will be accepted by one motion. If a Council member desires to discuss an item separately, the item can be removed from the Consent Agenda by motion. 1. Council Minutes - Regular Meeting July 2, 2001 2. Approval of Claims Per Payables Register $508,137.70 3. Authorize Advertisement for Bid - Fire Department - Air Compressor C. HEAR THE PUBLIC Persons wanting to address the Council on items not on the Agenda can do so at this time. Those addressing the Council are requested to give their name and address for the record. Those wishing to address the Council on specific Agenda items will be allowed to do so at the time it appears on the Agenda. PUBLIC HEARING - 2001/2002 BUDGET The City Council will receive public comments concerning the City's proposed 2001-2002 Budget. Final Budget adoption is scheduled for August 6. E. REPORTS/RECOMMENDATIONS AND SUBSEQUENT COUNCIL ACTION 1. Citizenship Awards Police Chief Frank Garner will present citizenship awards to Michael Anderson and Timothy Brown for outstanding bravery in subduing a kidnapping suspect on July Sth. 2. Final Plat Approval - Monteray Subdivision This is a request for final plat approval for a two -lot subdivision on the east side of Sth Avenue East south of 18th Street East. 3. Ordinance 1385 - Zoning Text Amendment - Parking Standards - 2nd Readina Northwest Health Care/Summit has requested that the zoning ordinance be amended to allow vehicles to park within five feet of the front and side corner lot lines in the H-1, Health Care, zoning district. Council passed Ordinance 1385 on first reading July 2. 4. Ordinance 1386 - Zoning Text Amendment - New Category of "Retail Restricted" - 2nd Readina Kalispell Building, LLC has requested an amendment to the I-1, Light Industrial zoning district of the Kalispell Zoning Ordinance to include a new category of uses called "retail restricted". Council passed Ordinance 1386 on first reading July 2. 5. Ordinance 1387 - Zone Chancre - East and West Sides of Buffalo Hill Drive - 2nd Reading Several property owners have requested a zone change from H-1, Health Care, to R-3, Residential, on approximately 3.10 acres located on the east and west sides of Buffalo Hill Drive. Council passed ordinance 1387 on first reading July 2. 6. Ordinance 1388 - Initial Zoning - Meerkatz Annexation - 2nd Reading At the last meeting, Council annexed a parcel of property located on the west side of South Woodland Drive and north of Kelly Road. Jeff Meerkatz has requested the 0.60 acre of land be zoned R-2, Single -Family Residential. 7. Authorization to Prepare HOME AND CDBG Grant Applications The Community Development Department is asking for authorization to prepare HOME and CDBG grant applications in connection with a 40-unit elderly apartment project. Each person not a Council member shall address the Council, at the time designated in the agenda or as directed by the Council, by stepping to the podium or microphone, giving that person's name and address in an audible tone of voice for the record, and unless further time is granted by the Council, shall limit the address to the Council to three minutes. b. All remarks shall be addressed to the Council as a body and not to any member of the Council or Staff. C. No person, other than the Council and the person having the floor, shall be permitted to enter into any discussion either directly or through a member of the Council, without the permission of the Presiding Officer. d. No question shall be asked of individuals except through the Presiding Officer.
