Salary Ordinance, July 1, 2001 through June 30, 2002
MEETING DATE: July 2, 2001
BACKGROUND: Attached is the new Salary Ordinance for the 2002 fiscal year. All classifications rates
have been adjusted in accordance with the AFSCME, Fire and Police labor contracts. Each hourly rate has
been increased by the following:
AFSCME - 2.3%* includes longevity
Fire - 3.3% includes longevity
Police - 3.3% includes longevity
* The AFSCME contract included a 4.1% adjustment in its first year
Because of the longevity matrix that is included in each of the three contracts, the percentages listed above
are based on the average increase per the contract.
Within the non -union portions of the salary ordinance, there have been the following adjustments:
Aquatics Coordinator - $12.67 consistent with AFSCME Union raise (0.280). The position carries
a large amount of supervisory responsibility, and is parallel with the Recreation Coordinator
responsibilities. This seasonal position is not included in the AFSCME union, however, due to the
longstanding relationship that has developed with the position (Adrianna has held this job for 13
years) we are recommending that her adjustment be consistent with the AFSCME contract.
Water Safety Instructor - We have increased the hourly rate of pay by 0.500. It is a very competitive
market for instructors in the Valley and for us to recruit and retain qualified, certified instructors it
is necessary to pay a competitive wage.

Certified Life Guard - We have increased the hourly rate of pay by 0.500. Again, it is a very
competitive market for life guards in the Valley and for us to recruit and retain qualified, certified
instructors it is necessary to pay a competitive wage.
Pool Maintenance/Cleanup - $5.50 -7.50 per hour. This creates a range to better compensate
maintenance experience at the pool. Filling maintenance jobs at low hourly salaries is not very
successful, due to the competitive job market in the Valley.
The pay ranges for each of the non -union personnel have not been adjusted. Typically we adjust the bottom
and top of the range by the annual Consumers Price Index (CPI) which was 3.4% (12/99 - 12/00). We have
experienced some problems with adjusting the bottom part of the range. It is not uncommon to hire an
employee with experience at 15% above the bottom range and he/she makes more money than a long term
employee. On the other hand, we have not always adjusted the range with CPI since its inception by Long
and Associates in 1991, nor have we compared it to competitors and there is a good chance that we are not
staying competitive with the market. Therefore, I have asked the Personnel Specialist to conduct a salary
comparative analysis and once those figures have been compared we can determine the best course of action.
RECOMMENDATION: The City Council adopt the attached salary ordinance for fiscal year 2002.
FISCAL EFFECTS: Each of the approved labor contracts sets the new hourly rates of pay, therefore the
actual fiscal effect of this ordinance are the adjustments to the seasonal positions included under the City
Recreation Department Crew. The Aquatics Coordinator increase of 0.28¢/hr; WSI Instructor and Certified
Lifeguard increase of 0.50$/hr and creating a pay range of $5.50 to $7.70 for the Pool maintenance/cleanup
ALTERNATIVES: As suggested by the Council.

ORDINANCE NO. 1389
AN ORDINANCE AMENDING ORDINANCE NO. 1379, FIXING THE LIMITS OF THE
SALARY AND COMPENSATION OF THE CITY OFFICIALS, SUPERVISORS, AND
EMPLOYEES PURSUANT TO TITLE 7, CHAPTER 4, PART 42, M.C.A., COMMENCING
ON THE DATES INDICATED HEREIN, AND REPEALING ALL OTHER ORDINANCES
IN CONFLICT THEREWITH.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL, AS FOLLOWS:
SECTION I. The salaries and compensation of City Elected Officers for the period
beginning January 1, 2002, are hereby established as set out in §I on Exhibit "A",
attached hereto and which, by this reference, is made apart hereof. Appropriations
shall be made to pay same when due.
SECTION II. The salaries and compensation ranges of City Appointed Officers,
Supervisors, and Employees for the period beginning July 1, 2001, are hereby
established as set out in §§ II on Exhibit "A", attached hereto and which, by this
reference, is made a part hereof. Appropriations shall be made to pay same when
due.
SECTION III. Longevity increments and medical insurance premiums shall be paid
as provided by law, contract or as directed by the City Council. The annual service
anniversary date for all Employees is July 1st of each year; however, an Employee
must have at least six months continuous employment by the City before being
considered to have one year longevity.
SECTION IV. This Ordinance shall be in full force and effect as regularly provided
by law; salaries and compensation provided for under Sections III through VI shall
be paid commencing as designated in the respective sections.
SECTION V. All prior salary and compensation ordinances of the City and any
ordinance or parts of ordinances in conflict herewith are hereby repealed.
PASSED AND APPROVED BY THE CITY COUNCIL OF KALISPELL AND SIGNED BY THE
MAYOR THIS _ DAY OF JULY, 2001.
