Civil Engineer Kathy Kuhlin, Recording Secretary Mark Crowley, Construction Manager Chad Fincher, Parks Superintendent Kevin LeClair, Senior Planner Wade Rademacher, Police Lieutenant P.J. Sorensen, Chairman GUESTS: James Freyholtz, Montana Department of Transportation; Justin Ahmann and Kim Larson from APEC Engineering. HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: ASI — Warranty and Maintenance Bond for $6,000 for ASI on Grandview for the Van E Apartments will be expiring next month for public infrastructure. Hagestad's —Their Performance Bond will be released. OLD BUSINESS: School District 5 Central Kitchen — 205 Northwest Lane. This is a 5,400 sq. ft. single -story, kitchen -only building. The food will be delivered out to the various schools. This project has been conditionally approved through Architecture Review. Wargo is working with Heinecke regarding the required sidewalks. Parks is applying for a "Safe Routes to School" (SRTS) Grant that would cover the cost of the sidewalks, so they are working with Mike Baker and waiting on the results of that application. Fincher thought the Grant only covers Three Mile Drive though. He stated that Parks supports trees in the boulevard in front of the building, but not along the whole stretch of sidewalk because there wouldn't be development to keep them watered. The boundary line adjustment is on hold, pending the acceptance of the SRTS Grant application. Curb and gutter will not be required by the City on this project. This will be on the agenda for next week. Depratu — Glacier Volkswagen — 11,000 sq. ft. building, non-sprinklered. They had created two lots, and this went through the zoning PUD process in March. The Landscaping Plan notes have been sent to them from Fincher. Public Works is working through comments, questions, and specifications on the plans. They met with Public Works on Monday. They are working on their traffic study, and Freyholtz stated that MDT has the coordinates and the traffic signal information for Ahmann and will be sending them today. This project has been conditionally approved by Architecture Review. Parker will be reviewing the building plans at the first part of next week. They do not have a construction start date as yet because they are waiting on bids. The sewer issues have been resolved and are not connected to the latecomer's agreement. This will be on the agenda for next week. NEW BUSINESS: None. PLANNING OFFICE ITEMS — Bright View Subdivision (Glacier Eye Clinic) — submitting for the August meeting. They will be sending out some agency referrals. Pediatric Dental Office — There will be a request for a zone change on North Meridian from R4 to B 1 for a pediatric dental office. This will be going to the Planning Board on August 13''. OTHER REPORTS: Spring Prairie Phase III (Cabela's site) — The PUD Agreement limits the signage to only the main anchor. Other nearby developments (Mountain View Plaza and Hutton Ranch) did not follow that and have a common sign. They are asking for a PUD Amendment to allow a 24' tall, 160 sq. ft. sign, which is consistent with our overall sign regulations and consistent with what the other developments have done up there. They want to put this sign at Reserve and Hwy 93, and putting it in at 155' and 160' the right-of-way. We need to determine if this is a minor or major change. The committee agreed that this would be a minor change, which will be done administratively, and this will move forward with the sign application. Fincher noted that he and Tom are meeting tomorrow on the landscape plan. They have been working out the last details on Highway 93, the sidewalk alignment, and the BPA towers. They will still be maintaining the 10' separation from the highway. The meeting was adjourned at 10:30 a.m. 2
