SUBJECT: Bids for Replacement Deicer Truck (Used Vehicle)
MEETING DATE: December 17, 2001
BACKGROUND: The current General Street budget includes funding for replacement of an old deicer
truck at a budgeted cost of $31,000.00. This funding includes the costs to transfer and adapt the deicer
unit and transferring the underbody plow. The budget provides for the purchase of a used vehicle. A
specification was set and bids for a used truck meeting were requested by December 5, 2001. Bouma
Truck Sales in Choteau submitted a bid for a 1996International rated at 29,000 GVW that meets the
City's specifications. There were no other bidders. The bid was in order with the required bond. The bid
price is $24,950.00. This price leaves adequate budget for the transfer of the deicer unit and snowplow
onto the truck. The truck is white so no painting is required.
This vehicle will replace a 1980 IHC chassis that has accumulated 105,000 miles and has cost
$10,027.00 in repairs over the last 10,000 miles. This old truck is badly rusted and requires a minimum of
$7,000.00 in additional repairs to replace the engine, transmission and rusted chassis members to prevent
the deicer equipment from falling through to the ground.
RECOMMENDATION: Public Works recommends purchase of the 1996 International truck chassis
from Bouma Truck Sales in Choteau, MT for $24,950.00.
FISCAL EFFECTS: Expenditure of budgeted funds from the Street budget totaling $24,950.00 for the
truck with additional costs not to exceed a total of $31,000.00 to transfer the plow and deicer equipment
onto the chassis.

Re: Bids for Replacement Deicer Truck
We received one bid for the Used Cab and Chassis Truck that was advertised for the
Street Division. Bouma Truck Sales, Inc. submitted a bid for a 1996 International
for $24,950. The truck meets all the specification requirements and I would
recommend accepting the bid.
