Box 1997 Kalispell, Montana 59903 As many of you know, a group of business people and community leaders have been working for more than a year on the idea of constructing a carousel in Lions Park on Hwy 93 South in Kalispell. We have not made this effort public because of advice from experienced fund-raisers that a project such as this should not be announced until 50% to 60% of the funds have been raised during a "quiet period." However, a few members of our group have advised some of you individually of this effort. Now, because we are about to sign a formal contract with a fund-raising consultant, we believe it is important to obtain official permission from the City of Kalispell to locate this carousel facility in Lions Park once the necessary funds have been collected. We have been working with Ed Wagnild of the Lions Club, Rhonda Olson, and many others to put together this project and develop a fund-raising plan. It is still our desire to keep from publicizing this project to the extent possible and we will provide you with detailed information as soon as we move into our public fund-raising program. In the meantime, we hope the attached sketch and project overview will provide sufficient information. We do understand that the City Council will need to give final approval on this project before it is constructed. We believe that the carousel is important in providing a positive family -oriented activity for locals as well as visitors, enhancing our community identity, and increasing the economic vitality of our area by attracting more tourists and encouraging them to stay longer. Purpose To construct a building and carousel in Lions Park on Hwy 93 South in Kalispell. The theme would be local animals and may include purchasing additional horses through other sources. Building will house a 30 to 40 ft. carousel consisting of at least 24 animals and 2 chariots. Building will also provide space for a travel kiosk offering tourism information; a special events room for birthday parties, etc.; and a gift shop. Estimated Cost Building $ 750,000 Carousel & Calliope 485,000 Infrastructure/Misc 165,000 Total $ 1,400,000 RESOLUTION NO. 4649 A RESOLUTION AUTHORIZING THE USE OF LIONS PARK AS THE SITE FOR A CARROUSEL AND ESTABLISHING CONDITIONS. WHEREAS, Lions Park is located near the South entrance to Kalispell between 3rd Avenue East and U.S. Highway 93, and WHEREAS, for many years, Lions Park has served as a site for tourist information and traveler's respite for individuals visiting Kalispell, and WHEREAS, certain community groups and individuals have indicated a desire to fund and construct a carrousel within Lions Park to further enhance an entrance to Kalispell, and WHEREAS, the City Council considers it advisable to support such a project, provided it is privately funded and subject to final approval of the Council. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL, AS FOLLOWS: SECTION I. In the event an individual or group presents to the City a financially viable and aesthetically appealing project for the construction of a carrousel in Lions Park, the City Council approves Lions Park as the site for said carrousel. SECTION II. The City Council reserves the right to approve the final design and location of said carrousel within Lions Park once the project is funded and designed.
