BACKGROUND: In 1994 the Kalispell Police Department answered 13,695 calls for
service using the same equipment and manpower as we use today. In the year 2000 the Kalispell
Police Department answered 18,623 calls for service, a 36% increase in six years.
The current staffing level and environmental design will no longer accommodate the service
need. As part of our strategic plan to ensure the safety of our residents through improving all of
our public safely access points we have developed a comprehensive site plan.
We have included a schematic design of the proposed concept. The estimate for the project is
$43,000.00. 7bat estimate includes all design, construction and installation costs associated with
the project. See attached cost sheet.
The project should be funded through either tax increment financing fimds, 911 fiords or a
combination thereof.
RECOMMENDATIONS: The council should accept a competitive bid based on a
comprehensive RFP for the project. The council should be prepared to support the funding ofthe
project through tax increment funds, 911 funds or a coQ►bmation thereof.

BACKGROUND: This year the police department identified a need to upgrade the
911-dispatch facility. The council directed the department to entertain bids on that
improvement. On August 6, 2001 the City of Kalispell received bids on the Dispatch
Center Remodel. One bid was received from Davidson Construction of Whitefish
Montana in the amount of $20,600.00. This amount is higher than the projected estimate
on this portion of the project and was the only bid received.
RECOMMENDATIONS: The council should reject the bid of $20,600.00 from
Davidson Construction and direct the department to entertain quotes within the project
estimates.

ALTERNATIVES: As suggested by the council.
