BACKGROUND: On July 17, 2000 Officer Doug Overman was hired as a
probationary police officer with the Kalispell Police Department. Officer Overman has
successfully completed his one-year probationary program and is subject to confirmation
by the City Council. Please refer to attached confirmation recommendation letter.
RECOMMENDATIONS: The City Council should confirm Officer Doug Overman as
a police officer.

Mr. Kukulski,
I respectfully request that Officer Doug Overman be confirmed as a patrol officer
for the Kalispell Police Dept. Officer Overman has successfully completed his one-year
probationary period as of July 17, 2001.
Officer Overman has demonstrated compassion, integrity and professionalism
throughout his tenure with this department. He is constantly trying to improve himself
and he is genuinely concerned about this community and our department.
Doug recognizes that his badge is a symbol of public faith and he has
demonstrated he holds it as a public trust in his performance over the past year. Officer
Overman is genuinely concerned for the rights of victims while still observing the
constitutional rights of the accused.
I have been impressed by Doug's candor, demeanor and his ethical foundation.
He is a shining example of a 2 1 " century police professional and I feel fortunate to have
him on our team.
It is my honor and privilege to present Officer Doug Overman for confirmation as
a patrol officer for the Kalispell Police Department and he carries with him my highest
recommendation for that ofivilese.
