Kukulski, City Manager SUBJECT: Resolution to Submit CDBG and HOME Grant Applications for Second Avenue West Redevelopment Project; and Memorandum of Understanding to Administer County CDBG and HOME Grants MEETING DATE: August 6, 2001 BACKGROUND: It is a requirement of the grant regulations that the municipality passes a formal resolution authorizing the submission of an application and authorizing the City Manager to sign the Certifications of Compliance.. Because the City will be submitting both a Community Development Block Grant (CDBG) Housing and Neighborhood Revitalization grant application and a HOME Grant application on for the Second Avenue West Redevelopment Project, one resolution can approve both application processes. RECOMMENDATION: City Council approve the resolution before them this evening. FISCAL IMPACT: N/A ALTERNATIVES: As suggested by Council. Kukulski, City Manager RESOLUTION NO. 4634 A RESOLUTION AUTHORIZING SUBMISSION OF GRANT APPLICATIONS TO THE MONTANA DEPARTMENT OF COMMERCE CDBG AND HOME PROGRAMS AND AGREEMENT TO CERTIFICATIONS FOR THE APPLICATIONS. WHEREAS, the City of Kalispell is applying to the Montana Department of Commerce for a Community Development Block Grant (CDBG) in the amount of $500,000, and a Montana Home Investment Partnership Program (HOME) grant in the amounts of $400,000 and $32,000 in Home Administration funds for the construction of a 40-unit senior apartment rental to be known as the Second Avenue West Redevelopment Project, Phase II. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL, AS FOLLOWS: SECTION I. That the City of Kalispell certifies that it has disclosed all forms of governmental assistance requested or provided for this project in the Sources of Funds Statement. If additional governmental assistance is sought in the future, the CDBG and HOME Programs shall be notified promptly. SECTION II. That if the City of Kalispell is selected for CDBG and/or HOME funding, the City agrees to comply with the CDBG and HOME Program requirements, statutes, terms, and conditions described in Certifications for Application found within the FFY2001 CDBG and HOME Application Guidelines. SECTION III. That Chris A. Kukulski, City Manager, is authorized to submit these applications to the Montana Department of Commerce on behalf of the City of Kalispell, and to provide such additional information as may be required.
