BACKGROUND: Funds have been included in the 2001 /2002 budget for purchase of a
breathing air compressor. This compressor is used anytime day or night throughout the year to
fill our self contained breathing apparatus (SCBA), that we use when entering toxic atmospheres
in fires and hazardous materials incidents. Our current compressor was purchased in 1981 and is
designed to fill air bottles to 2200 psi. For the past 12 years, we have uses bottles that require
3000 psi. To make this work, in the late 1980s, the compressor was "adjusted" to increase the
pressure available, which also caused damage to the block and pistons. The unit was rebuilt in
1998 because of oil and water in the system. The company that did the work cautioned us that it
was a temporary fix and the unit would not be rebuildable again. The repair lasted until January
of this year, when water and oil once again began showing up in the filter system. This has
grown progressively worse over the last 6 months. The block is now damaged and we have oil
and water passing through the system.
All new SCBA are either 4500 psi or 5000psi. Most of our current units are 20 years old and due
to be upgraded soon. The compressor we have chosen is a 6000 psi unit, designed to fill a
cascade system of reserve tanks that we would in turn, use to fill our SCBA bottles. We
anticipate a 25-30 year life out of this unit.
Three bids were received and opened on July 31, 2001. Norco did not submit a bond and was
therefore immediately disqualified. L&N Curtis did not bid a "Bauer" compressor, as specified.
Therefore, we recommend that the bid be awarded to Big Sky Fire & Equipment in Lewistown,
with modifications, in the amount of $29,208.00.
RECOMMENDATIONS: Award bid to Big Sky Fire & Equipment
FISCAL EFFECTS: Expenditure of approximately $30,000.00 for purchase of a new
compressor.
ALTERNATIVES: As recommended by the City Council.
