All items listed on the Consent Agenda will be accepted by one
motion. If a Council member desires to discuss an item
separately, the item can be removed from the Consent Agenda by
motion.
1. Council Minutes - Regular Meeting July 16, 2001
2. Approval of Claims Per Payables Register (Claims will be
provided as soon as available)
3. Pledged Securities as of June 30, 2001
4. Award Bid - Air Compressor - Kalispell Fire Department
Three bids were received July 31 for a High Pressure Air
Compressor from Big Sky Fire & Equipment, Norco and L& N
Curtis. Staff is recommending the contract be awarded to
Big Sky Fire & Equipment in the amount of $29,208.00.
5. Recognition - Police Officer Retirement
Effective August 31, 2001, Paul Hahn will be retiring
from the Kalispell Police Department following 24 years
of services.

D. PUBLIC HEARING - CDBG AND HOME GRANTS
The City Council will receive public comments concerning
eligible activities for CDBG and HOME Funding.
Resolution 4634 - Authorization to Submit CDBG and HOME Grant
Applications
This resolution authorizes the City Manager to apply to the
Montana Department of Commerce for grants to construct a 40-
unit senior apartment complex and to sign the accompanying
certifications of compliance.
E. REPORTS/RECOMMENDATIONS AND SUBSEQUENT COUNCIL ACTION
1. Confirmation - Police Officer Doug Overman
Doug Overman has successfully completed his one-year
probationary period as a patrol officer for the Kalispell
Police Department. Council confirmation is required.
2. _Resolution 4635 - Bangs Annexation Reouest
Neil Bangs is requesting annexation of a 0.30 acre parcel
of property located on the east side of 5th Avenue East
and north of 18th Street.
3. Ordinance 1390 - Initial Zoning for Bangs Annexation
1st Reading
Bangs is requesting the above -listed property be zoned
RA-1, Low Density Residential Apartment, upon annexation
into the City.
4. Ordinance 1391 - Zone Change Request - Mohrenweiser - 1st
Reading
Richard and Judith Mohrenweiser are requesting a zone
change from R-3, Single Family Residential, to RA-3, High
Density Residential and Office, on approximately 2.91
acres on property east of North Meridian Road and west of
Highway 93.
5. Preliminary Plat Extension - Buffalo Stage Professional
Park
Charles Mason is requesting a one-year extension of the
preliminary plat approval for Buffalo Stage Professional
Park. The preliminary plat was approved by the Council on
August 3, 1998.
6. Ordinance 1392 - Amending Animals & Fowl Ordinance - 1st
Reading
This ordinance makes it possible to own pygmy goats and
pot bellied pigs in the City limits.
7. Resolution 4636 - Budget Resolution
A resolution setting the annual appropriations for the
City of Kalispell as set forth in the 2001-2002 budget.
8. Resolution 4637 - Budget Resolution
A resolution setting the annual tax levies for the City
of Kalispell for the fiscal year 2001-2002.
9. Resolution 4638 - Budget Resolution
A resolution levying an assessment for the cost of
special maintenance for the purpose of maintaining the
streets and avenues of the City of Kalispell for the
fiscal year 2001-2002.
10. Resolution 4639 - Budget Resolution
A resolution levying an assessment for the cost of
lighting the streets and alleys in the City's Special
lighting District for the fiscal year 2001-2002.
11. Resolution 4640 - Budget Resolution
A resolution levying an assessment for the cost of
lighting the streets in the City's Downtown Decorative
Lighting District for the fiscal year 2001-2002.
12. Resolution 4641 - Budget Resolution
A resolution levying assessments for the cost of storm
sewer maintenance for the fiscal year 2001-2002.
13. Resolution 4642 - Bud4_et Resolution
A resolution to levy the cost of removal of garbage or
other offensive matter from streets, alleys or on any
premises as a special tax against property from which
such matter was deposited.
14. Resolution 4643 - Budget Resolution
A resolution levying an assessment for the cost of urban
forestry maintenance for the fiscal year 2001-2002.
15. Resolution 4644 - Budget Resolution
A resolution setting the annual appropriations for the
Kalispell Parking Commission as set forth in the 2001-
2002 budget.
16. Resolution 4645 - Budget Resolution
A resolution making the annual tax levies for the City -
County Health Department for the fiscal year 2001-2002.

17. Evergreen Sewer Rate Approval
Sewer rate adjustments for flows contributed by the
Evergreen Sewer District are adjusted yearly.
18. Resolution 4646 - Environmental Certifying Officer
Cities are required to appoint an Environmental
Certifying Officer responsible for environmental concerns
when applying for federal funding.
19. Ordinance 1389 - Salary Ordinance - 2nd Reading
Once union contracts are ratified, a new salary ordinance
needs to be adopted. Council passed Ordinance 1389 on
first reading July 2.

Section 2-20 Manner of Addressing Council
a. Each person not a Council member shall address the
Council, at the time designated in the agenda or as
directed by the Council, by stepping to the podium
or microphone, giving that persons name and
address in an audible tone of voice for the record,
and unless further time is granted by the Council,
shall limit the address to the Council to three
minutes.
b. All remarks shall be addressed to the Council as a body
and not to any member of the Council or Staff.
C. No person, other than the Council and the person having
the floor, shall be permitted to enter into any
discussion either directly or through a member of the
Council, without the permission of the Presiding Officer.
d. No question shall be asked of individuals except through
the Presiding Officer.
