6. Resolution 4745 - Stop Signs - 2nd & 3rd Ave W at 7th St WThe Kalispell Department REPORT: FROM: SUBJECT: Honorable Mayor and City Council Frank Garner, Chief of Police Stop Sign Resolution MEETING DATE: October 7, 2002 BACKGROUND: The department received a request from Flathead High School and residents on the west side of Kalispell to install stop signs at the intersection of 7`h Street and 2"d and 3rd Avenues West. Residents in the area expressed their concern over these intersections at a neighborhood meeting sponsored by the High School and the Police Department. As a result a traffic study was commissioned to study the intersections. The traffic study concluded that stop signs are warranted on 2"d and 3rd Avenues West at 71h Street West for north and southbound traffic. RECOMMENDATIONS: The council should adopt the attached resolution specifying stop signs be located on 2'd and 3`d Avenues West where they intersect with 7d` Street for north and southbound traffic. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS FOLLOWS: SECTION I. That vehicles, including motor vehicles, bicycles, or other vehicles shall be required to stop in the North and South bound lanes of 2nd Avenue West and. 3rd Avenue West at their intersections with 7th Street West. SECTION II. The Chief of Police is authorized and directed to erect stop signs at the above locations. SECTION III. This Resolution shall become effective immediately upon its passage by the City Council and approval by the Mayor. Hansz, PE, Director of Public Works/City Engineer Subject: Stop Sign Analysis @ Second and Third Avenues West and Seventh Street West As you requested, we completed traffic counts at the uncontrolled intersection of Second Avenue West and Seventh Street West and also for the Third Avenue West intersection one block away. As expected, the traffic counts show Seventh Street West to be the street carrying the majority of traffic. In order to improve traffic safety we concur with your recommendation that north bound and south bound traffic on Second Avenue West and Third Avenue West should be STOP controlled. Please schedule this issue for City Council consideration as soon as possible. Once their approval is obtained we can install the STOP signs as recommended. In order to expedite the installation we will install the sign poles now so that this part of the work does not delay sign installation once the Council has approved the change. memo0462002 Date: To: From: RE: The Kalispell s September 17, 2002 Public Works Director, Jim Harz Chief of Police, Frank Garner 7J Stop Sign Request Department I have received a written request from the High School for stop sign installation on 2°d and 3rd Avenues West at 7 h Street. Both intersections are uncontrolled at this time. We have also received a similar request from neighbors in the area. We have had several severe accidents at these intersections in the past although the accident warrant is not strictly met. It is my sense that 7d' Street is the main artery and 2❑d and 3`d Avenues are secondary. I believe we could install stop signs on the avenues at 7"' Street based on that warrant. Would you please analyze those intersections for that purpose and let me know if two-way stop sign installations on 2nd and 3`d Avenues West at Th Street can be justified. We would like stop signs for north and south bound traffic at the intersection of Second Avenue West and Seventh Street. Additional north and south bound traffic signs placed at the intersection of Third Avenue West and Seventh Street would also be beneficial. By eliminating two uncontrolled intersections in close proximity of Flathead High School, we are hoping to increase safety for the high volume of vehicle and pedestrian traffic in the area.
