Columbia Falls and Whitefish are also making proportionate loans to the Tri- City office. The Tri-City board asked for an interest free loan which we will provide from our General Fund operating cash account. It is our hope that this is short term financing. RECOMMENDATION: Adoption of Resolution 4704 authorizing the loan. FISCAL EFFECTS: $21,520 transferred from the General Fund to Special Revenue fund Tri- City Planning, fund 2250. Kukulski City Manager RESOLUTION NO. 4703 A RESOLUTION AUTHORIZING THE FINANCE DIRECTOR TO LOAN FUNDS FROM THE GENERAL FUND TO THE TRI-CITY PLANNING FUND IN THE AMOUNT OF $21,520 FOR SHORT TERM FINANCING UNTIL LEGAL REMEDIES RELEASE THEIR FUNDS. WHEREAS, the City has in its General Fund account funds to be invested, WHEREAS, the Tri-City Planning Office has a receivable from the County for funds needed for operations, WHEREAS, the Tri-City Planning Office anticipates receiving funds in the near future, WHEREAS, the City is authorized and required to transfer funds from one fund to another fund only by resolution or ordinance. NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS FOLLOWS: SECTION I. That the Finance Director is hereby authorized and directed to advance the aforementioned funds from the General Fund account to the Tri-City Planning Fund. The loan is to be apportioned to each member City according to its current funding formula. The loan will be re -paid to each jurisdiction when the contested funds dating back to the July, 2001 County withdrawal from the CAB are released from the County. Chris Kukulsld indicated that the City of Kalispell will bill both Whitefish and Columbia Falls for their respective shares. The proportionate shares are as follows: City % Share Columbia Falls 11.9% $ 4,760 Kalispell 53.8% $21,520 Whitefish 34 3% $13,720 100% $40,000 In addition, the City Council will need a resolution prepared to authorize the budget transfer and loan. It is anticipated that the Tri-City Planning Office will need the loan funds by June 1, 2002, as at that point we will no longer be operating on a cash basis.
