There have been no changes made to this ordinance between the first and second reading. An independent job evaluation study was completed for the Assistant City Engineer and the new position of Associate Civil Engineer. The same point factor evaluation system was used that was developed by Long Associates. The results that were reached by each committee member were then compiled to determine where the position should be on the "Pay And Classification Plan" for the City. The third change of Assistant Chief/Fire Marshal was unanimously approved by Council at the February 4', 2002 Council Meeting and also point factored to determine where the new position should be placed. The other changes, Design Tech/Project Manager to Project Manager and Administrative Coordinator are title changes only and do not have any budgetary impact. As part of the annual matrix revision all of the ranges have been moved upwards by 4.7 %, however, May 1, 2000 is the last time it was adjusted. We did not change this last year. This does not give anyone a raise but keeps the matrix current and would affect the entry level salary for new hires. On the high end it gives the city manager the ability to offer a merit raise, based on evaluations, to those staff who are at the top of their range due to longevity or compression. Please see attached memo for further information. RECOMMENDATION: Pass Ordinance 1413 on second reading. FISCAL EFFECTS: Adoption of the Ordinance itself does not have a fiscal effect. Kukulski Personnel Specialist City Manager ORDINANCE NO. 1413 AN ORDINANCE AMENDING ORDINANCE NO. 1389, FIXING THE LIMITS OF THE SALARY AND COMPENSATION OF THE CITY OFFICIALS, SUPERVISORS, AND EMPLOYEES PURSUANT TO TITLE 7, CHAPTER 4, PART 42, M.C.A., COMMENCING ON THE DATES INDICATED HEREIN, AND REPEALING ALL OTHER ORDINANCES IN CONFLICT THEREWITH. NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF KALISPELL, AS FOLLOWS: SECTIONI. The salaries and compensation of City Elected Officers for the period beginning January 1, 2002, are hereby established as set out in §I on Exhibit "A", attached hereto and which, by this reference, is made a part hereof. Appropriations shall be made to pay same when due. SECTION II. The salaries and compensation ranges of City Appointed Officers, Supervisors, and Employees for the period beginning July 1, 2002, are hereby established as set out in §§ II on Exhibit "A", attached hereto and which, by this reference, is made a part hereof Appropriations shall be made to pay same when due. SECTION III. Longevity increments and medical insurance premiums shall be paid as provided by law, contract or as directed by the City Council. The annual service anniversary date for all Employees is July 1 st of each year; however, an Employee must have at least six months continuous employment by the City before being considered to have one year longevity. SECTION IV. This Ordinance shall be in full force and effect as regularly provided by law; salaries and compensation provided for under Sections III through VI shall be paid commencing as designated in the respective sections. SECTION V. All prior salary and compensation ordinances of the City and any ordinance or parts of ordinances in conflict herewith are hereby repealed.
