The Kalispell O e0 ,Ory AAA REPORT: FROM: SUBJECT: Department Honorable Mayor and City Council Frank Garner, Chief of Police Stop Sign, Second Avenue West and First Street West MEETING DATE: July 15, 2002 BACKGROUND: Recent accident history at Second Avenue West & First Street suggested the need for a traffic study. Six accidents have occurred at that intersection this calendar year, well in excess of the warrants for traffic control devices. The resulting traffic study recommends an all -way stop at that intersection. Stop signs currently exist only on Second Avenue at First Street. See attached traffic study information. RECOMMENDATIONS: The council should pass Resolution 4734 placing stop signs on First Street West at Second Avenue. FISCAL EFFECTS: None. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS FOLLOWS: SECTION I. That vehicles, including motor vehicles, bicycles, or other vehicles shall be required to stop in the East and West bound lanes of 1st Street West at its intersection with 2nd Avenue West. SECTION II. The Chief of Police is authorized and directed to erect a stop sign at the above location. SECTION III. This Resolution shall become effective immediately upon its passage by the City Council and approval by the Mayor. There have been six accidents in the last six months at that location with three of them being within the past few days. The intersection is a two-way stop with stop signs located on 2°d Avenue for north and southbound traffic. The accident dates are as follows: June 12 June 11 (2) April 30 February 7 January 23 We are requesting a traffic study at that intersection to determine if there are any measures we can take to improve this problem In examining the intersection it is my opinion that a four-way stop may be warranted. There is a building on the northwest part of the intersection that abuts both 2nd Avenue and I' Street that may limit visibility. I am unaware of any projects or issues in the area that have dramatically changed traffic flow. I am also requesting the pedestrian walkways be repainted at your earliest convenience. Haosz, PE, Director of Public Works/City Engineer Subject: Traffic Study, Second Avenue West and First Street West At your request we have performed a traffic study of this intersection to determine whether an ALL -WAY STOP sign installation is warranted. After reviewing the accident data you have provided, six, (6), in six months, it appears that the basic accident warrant, five, (5), in one year, is met. Further, after reviewing traffic count data, it appears that significant traffic pattern changes have taken place since the original decision was made to place a STOP sign on Second Avenue West (NB and SB) at First Street West. Traffic counts now clearly show that the primary street is Second Avenue West, and from this it could be recommended today that the STOP signs be installed in First Street West. In the absence of other factors this would indicate a recommendation to reverse the current sign placements. However, I believe this would not be a recommendation in the public interest and would be counter -productive to increasing safety at this intersection. After reviewing the accident data, established traffic patterns in this busy area, and after considering the obvious sight distance hazard that exists at the NW comer (and the inalterable traffic safety problem it creates), it seems most desirable to change this intersection into ALL -WAY STOP intersection. This is my recommendation and is based on the over-riding need to improve traffic safety at the intersection.
