G. REPORTS/RECOMMENDATIONS AND SUBSEQUENT COUNCIL ACTION
1. Resolution 4675 - Daley Field - Lot 1
Two bids were received for the sale of Lot 1. Staff is
recommending the Council award the sale to whitefish
Credit Union.
2. Resolution 4676 - HOME Grant
This resolution authorizes the acceptance of $428,000 in
HOME Grant funds for the construction of a 40-unit senior
housing project on Second Avenue West.
3. Conditional Use Permit - TriStar Communications
Tri-Star Communications is requesting a conditional use
permit to allow the construction of a cellular
communication tower on property located on the east side
of 3rd Avenue W.N.
4. Ordinance 1410 - Summit Ridge Area Zoning - 2nd Reading
Staff has recommended a zoning designation of R-3,
Residential, for a small strip of property approximately
20 feet by 300 feet on the south side of Summit Ridge
Drive west of Parkway Drive. Ordinance 1410 was passed on
first reading December 17th.
5. Resolution 4677 - Montana Certified Communities Program
This resolution re -endorses the Kalispell Area Chamber of
Commerce as the sponsoring agency for the Montana
Certified Cities Program.
6. Kalispell City Planning Board Appointments
On December 26th, the Council formally created a City
Planning Board and Zoning Commission. Eight letters of
interest have been received for the appointments.
7. Council Member Board Appointments
One Council member needs to be appointed to the following
boards:
- Solid Waste Management Board
- 9-1-1/Local Emergency Planning Committee
- City -County Board of Health

Section 2-20 Manner of Addressing Council
a. Each person not a Council member shall address the
Council, at the time designated in the agenda or as
directed by the Council, by stepping to the podium or
microphone, giving that person's name and address in an
audible tone of voice for the record, and unless further
time is granted by the Council, shall limit the address
to the Council to three minutes.
b. All remarks shall be addressed to the Council as a body
and not to any member of the Council or Staff.
C. No person, other than the Council and the person having
the floor, shall be permitted to enter into any
discussion either directly or through a member of the
Council, without the permission of the Presiding Officer.
d. No question shall be asked of individuals except through
the Presiding Officer.
