05-28-13 Impact Fee MinutesIMPACT FEE ADVISORY COMMITTEE MEETING MINUTES 4:00 P.M., TUESDAY, MAY 28, 2013 DOWNSTAIRS CONFERENCE ROOM AT CITY HALL Attendees: Board members: Chad Graham, Larry Sartain, Rick Wills, Jeff Zauner Others Present: Susie Turner, Tom Lotshaw, Paul Burnham, Terri Loudermilk, Tom Jentz Public Attendees: None Chad Graham called the meeting to order at 4:05 PM. Chad made a motion to approve the minutes to the April 23, 2013 meeting as written and it was seconded by Jeff. Tom Jentz presented a comprehensive report on Construction, Subdivision and Annexation for 2012 with emphasis on past current and projected growth rates. A water and sewer 5 year trend line showing impact fee revenues and ERU's was submitted by Susie Turner. As requested by City Council the committee reviewed the 2% growth rate used in the 2013 Water and Sewer Impact Fee Updated Reports. After further discussion all members present agreed the growth rate used in the updated reports should remain at 2%. Discussed re -opening the 2013 Water Impact Fee Report for further review. All committee members present agreed it was ready to go back before council with the recommendation the growth rate used in the report should remain at 2%. Chad called for public comment. None present. Chad made a recommendation to hold discussions on alternative funding until next meeting. Chad made a motion to adjourn at 5:45 seconded by Larry.
