SUBJECT: Acceptance of Kalispell Water, Sewer and Storm Drainage Facility Plan
MEETING DATE: December 16, 2002
BACKGROUND: In May of 2000 the City began working with the team of HDR Engineers/Morrison
Maierle/Land & water Consulting to develop a long overdue facility master plan for City utility systems.
The work encompassed water, sewer, storm water and wastewater treatment systems and involved a
comprehensive review of their strengths, weaknesses and needs for improvement to meet the demands of
a growing community. The course of work has spanned two years and was completed this past summer
with the delivery of the final plan document and the companion Capital Improvement Plan. Throughout
the work the City Council was kept informed of the progress by periodic work sessions where the
significant issues were reviewed and incremental guidance was obtained.
The work included development of comprehensive models of the water, sewer and storm drainage
systems that have greatly enhanced our ability to make sound decisions on questions of growth and
replacement of facilities. Within the recommendations are specific projects to improve service, replace
aged systems and to anticipate the demands of a growing community. The plan also evaluated our
wastewater treatment system and concluded that significant expansion will be necessary if current
patterns and pace of growth continue. The plan recommended early initiation of preliminary engineering
for expanding the W WTP, and this is now underway. The many conclusions and recommendations of the
plan are summarized in the Capital Improvement Plan which recommends and prioritizes nearly $28
million of needed improvements. Recognizing that funding this level of investment is a major challenge
another recommendation is to perform a comprehensive utility rate study. This work is underway at this
time.
Representatives of the consultant team will present a summary of their work. Resolution 4760
formally accepts the Kalispell Facility Water, Sewer and Storm Drainage Facility Plan.
RECOMMENDATION: Approve Resolution 4760 adopting the City of Kalispell Water, Sewer and
Storm Drainage Facility Plan as finalized July 2002.

RESOLUTION NO.4760
A RESOLUTION TO APPROVE AND ADOPT THE CITY OF KALISPELL WATER,
SEWER AND STORM DRAINAGE FACILITY PLAN AS FINALIZED JULY, 2002.
WHEREAS, in 1999 the City of Kalispell undertook the task of planning for the future of their
water, sewer and storm drainage systems by directing that a facility plan be
developed; and
WHEREAS, the goal of the planning effort was to define the condition of the existing
infrastructure, describe improvements necessary to protect water resources and
accommodate growth, evaluate growth trends and estimate future population and
employment, and develop a capital improvement plan for the recommended water,
sewer, wastewater treatment and stone drainage improvement programs; and
WHEREAS, the City Department of Public Works, in conjunction with HDR Engineering, Inc.,
Morrison Maierle, Inc. and Land & Water Consulting, generated such a facility plan,
presented said plan at a council workshop and a formal public hearing and based
upon input from independent consultants, council and the public, produced a final
facility plan in July, 2002.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL AS FOLLOWS:
SECTION I. The City of Kalispell Water, Sewer and Storm Drainage Facility Plan as
finalized and published July, 2002 shall be and is hereby approved and adopted and shall be
implemented as the facilities plan for the City of Kalispell until hereafter amended or
replaced.
SECTION II. The City of Kalispell Water, Sewer and Storm Drainage Facility Plan as
finalized and published July, 2002 shall be made available to the public through the
Department of Pubic Works which is authorized to charge the public its costs of producing
such copies.
PASSED AND APPROVED BY THE CITY COUNCIL AND SIGNED BY THE MAYOR OF
THE CITY OF KALISPELL, THIS 16TH DAY OF DECEMBER, 2002.
